JOB PURPOSE
To achieve progress, programme results need to be properly coordinated and communicated with respective line agencies for integration enabling national ownership. In addition, there is a renewed focus by WFP to strengthen national capacity to support the most vulnerable and food insecure people during the ongoing economic crisis. Given the increased demand for WFP and Government coordination, the government partnership team seeks to engage additional human resources to provide substantial value to CO ’s effective positioning with government counterpart. These additional human resources will be used to strengthen cooperation, provide timely solutions and ensure smooth exécution of the WFP agreed activities, while contributing to the establishment of standard operating PMU/DMU for WFP programme portfolio to achieve intented results as expected within the basic agreement framework.
KEY ACCOUNTABILITIES (not all-inclusive)
1.Assist the GPO in timely communication with the counterpart and follow up towards smooth execution of the WFP approved activities.
2.Assist to execute the unit work plan for Government Partnership,
3.Contribute to the GPO and CO management of a portfolio of partnerships, soliciting contributions, assist to providing donor stewardship, and analyzing results, in order to maximize resources raised.
4.Assist to organize review meetings, NPSC and other meetings effectively conducted.
5.Participate and assist in negotiations for contributions and partnership agreements, in line with internal policies and external regulations, in order to reach advantageous outcomes, such as more flexibility and predictability.
6.Collate and analyze data for the preparation of accurate and supporting for timely reporting the management, to enable informed decision-making and action planning by senior stakeholders.
7.Assist to proactively contribute to ideas and highlight fundraising opportunities to managers for new strategies to maintain and increase funding from new and traditional donors.
8.Represent WFP at meetings in consultation with GPO at appropriate levels in such a way that advances the government partnerships strategy and objectives and builds support for WFP activities.
9.Assist to prepare and provide inputs for briefing documents for management meetings with donors.
10.Assist to maintain effective relationships with representatives of government donors through appropriate channels, and coordinate donor meetings, attending where required.
11.Assist to implement country specific communication work plans designed to maintain and enhance the visibility and reputation of WFP.
12.Perform other assignments as required.
STANDARD MINIMUM QUALIFICATIONS
Education:
- Completion of secondary school education and a post-secondary certificate in the related functional area.
- Diploma/degree preferred in Political Science/International Development/Development Economics/Agriculture Engineering or other relevant field, with additional knowledge on protocols of the Government of Sri Lanka is desirable.
Experience:
- Five or more years of progressively responsible work experience with Government of Sri Lanka.
- Previous experience with WFP will be an advantage.
Knowledge & Skills:
- Relationship Management Demonstrates ability to build and sustain effective collaborative relationships with appropriate stakeholders and contacts in area of expertise to raise the profile of WFP, build relationships and further organizational aims.
- Communication Expertise Facilitates and contributes to open verbal or written communication with stakeholders.
- Information Analytics, Reporting & Management Gathers, analyses and reports information in a manner that draws out fact-based insights to inform approach to partner relationships and support substantive discussion with partners. Captures relevant information and progress, and ensures internal information sharing.
Language :
- Fluency in English, Sinhala and Tamil language

ORGANIZATIONAL CONTEXT
These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). Job holders performing front office management functions typically report to the Deputy Directors or Head of Offices. In cases where these positions support a specific business stream, the reporting line may be to the Head of Unit, Chief, or the designate.
At this level job holders are expected to take responsibility for completion of a range of business support activities requiring some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to more junior colleagues.
