The United Nations World Food Programme (WFP) Supply Chain Division (SCO), with over 5000 trucks, 50 ships, and close to 100 planes on the move every single day in over 120 countries and territories, together with its partners, operate a global network to deliver life-saving food assistance to the most hard-to reach places.

JOB PURPOSE
WFP uses cash & voucher transfers to empower people with choice to address their essential needs in local markets, while also helping to boost these markets.
Cash transfers have grown rapidly. In 2022, WFP transferred US$3.3 billion of purchasing power to people in 72 countries. Cash represents about 35% of WFP’s assistance portfolio,
and come to enhance the flexibility, efficiency, and beneficiary choice of humanitarian assistance.
Under Supply Chain Division, CBT, the Markets and Retail (SCOLR) Unit is responsible for supporting field staff who 1) collect and analyse local supply chains and markets intelligence to help decision-making on best transfer modality and support its most efficient implementation of cash and voucher operations, 2) implement direct and indirect market-based interventions such as WFP’s cash and voucher assistance, or the development of local supply chains, markets and partners’ capacity, which assist vulnerable populations and strengthen local markets.
SCOLR develops, improves, and digitalises processes of market-based interventions. Market assessments, for example, are used to help CO management and WFP in making informed decisions on the most appropriate delivery modality for a local context. Using tools like rapid evaluations and emergency rosters, the unit helps accelerate market-based interventions in emergencies.
SCOLR currently focuses on the roll-out of the Market System Analysis (MSA) which identifies opportunities and inefficiencies in local supply chains and markets and recommends potential Market Development Activities (MDA) addressing to maximise the efficiency and impact of WFP operations.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Support the Market System Analysis workstream;

Coordinate with country offices (CO’s) and regional bureaux (RB’s) and jointly define the rollout plan for each region under the leadership of Regional Supply Chain officers and heads of Supply Chain.

Coordinate with other functional units within the supply chain and with other divisions such as Research Assessment and Monitoring, Food Systems, Nutrition and Social Protection to define clear scope, deliverables and action plans for the MSA in Cos considering the relevant context and follow up on the implementation of recommended action plans.

Continue to improve the guidance, training materials and provide training to WFP Supply Chain and other relevant units staff and other external stakeholders in the COs and RBs

Closely monitor MSA implementation and validate the MSA approach, questionnaires, and methodology. Propose rectification and/or refinement deemed most appropriate

Maintain questionnaires in the corporate data collection tool, to be up-to-date and ready for deployment at any time
-
Maintain, develop, or improve guidance and tools required for the MSA 2. Deploy to CO’s to support under the leadership of the Head Of Supply Chain the set p and implementation of MSA and MDA’s including those delivered through Social Protection Programmes. Provide remote support when required.
2. Provide training to CO’s teams

Adapt term of reference of MSA based on CO’s context and objectives

Conduct or coordinate with CO’s to conduct the desk research and assist CO’s in the preliminary analysis, prior to the MSA data collection.

Assist CO’s in coordinating with field staff, local government, NGOs, UN agencies to set up, implement and monitor the MSA and/or MDA’s.

Arrange daily debriefs at the end of data collection to discuss and alert the team members on any important observation points during the process.

Process adjustments as required.

Assist COs in the MSA’s data analytics including the visualization and interpretation of collected data, define the MSA outcomes and recommendations and define an action plan

Arrange brainstorming sessions to discuss potential MDA’s and propose to CO’s

Prepare mission reports and organize debrief presentations to CO’s teams and management
-
Ensure final MSA reports are prepared timely and efficiently after data collection and keep CO engage through the head of Supply Chain to action recommendations
3. Deploy to support an emergency to support the Supply Chain workstream on Local supply chains, markets, and Retail areas when required.
4. Carry out any other relevant duties assigned
STANDARD MINIMUM REQUIREMENTS
Education
A university degree obtained from a recognized education institution in any of the following areas: Development Studies, Economics, Agribusiness, Business Management, Finance Management, Supply Chain or any related areas;
Experience
-
Minimum 3 years of professional experience in WFP/humanitarian organization or in retail, distribution and/or manufacture, value chain analysis and development

Experience in retail/market related data processing and analysis
Knowledge and Skills
-
SQL knowledge/experience, Data Base management systems, Business Intelligence reporting systems, software-coding knowledge

Experience working in a multicultural environment

Self-driven and very strong organizational and planning abilities.

Strong conceptual thinking to develop new strategies & innovative solutions.

Self-motivated and able to work with a high degree of autonomy.

Able to interact with a broad range of stakeholders and external audiences with maturity and tact.

Excellent communication/presentation skills, with the ability to write strategy documents, develop business plans, and write and deliver presentations.
Language
Fluent written and oral communication in English (any other UN language: Arabic, Chinese, French, Russian and/or Spanish to be considered a plus)
