BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Making progress towards a Zero Hunger world requires the translation of WFP’s Strategic Plan (2022-2025) into programmes and activities at country level. WFP is committed to improving performance through strengthening its evidence base and promoting a culture of using data for better programmatic decisions and accountability.
Research, Assessment, and Monitoring (PD/RAM) is a division in the Programme and Policy Department incorporating Vulnerability, Analysis, and Mapping (VAM), research and monitoring to support policy and strategic development. These critical services provide the foundation for effective programme implementation, from targeting vulnerable locations, identifying trends in poverty and food insecurity, measuring the results of WFP’s assistance, to enabling adjustments throughout the programme cycle.
Based in the Monitoring Unit (RAM-M), the Monitoring Consultant will support RAM’s strategic priorities, with a focus on leading the implementation of WFP's Resilience Monitoring, Measurement and Evidence (RMME) approach, including conducting quantitative and qualitative analysis of resilience-specific and resilience relevant data, and developing and supporting the use of corporate resilience guidance. The Monitoring Consultant will also be responsible for contributing to the WFP RMME Experts Platform and providing strategic and technical assistance on corporate measurement frameworks and RAM data analysis and systems.
The staff member will work under the guidance and supervision of a RAM-M M&E Officer and will also closely work with the Asset Creation, Livelihoods and Resilience Unit (PROR-L).

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Lead the advancement of WFP’s Resilience Monitoring, Measurement, and Evidence Generation (RMME) approach to develop credible evidence on the impact of resilience interventions. This includes the following:

  • Lead quantitative research and analysis of resilience-specific data (including inferential analysis with other resilience and food security indicators) to generate global and country-specific evidence-based insights on resilience programming for strategic decision-making;
  • Provide technical support to regional bureaux and country offices on qualitative research and data analysis in support of their measurement and evidence needs;
  • Lead the development and updating of guidance material, tools, and templates (e.g., updated RMME guidelines) on research design methodologies and data analysis to support COs to adopt standardized processes for resilience evidence;
  • Manage the socialisation and adoption of new resilience evidence tools (i.e., updated RMME guidelines and toolkit) and global use of resilience-specific indicators (i.e., Resilience Capacity Score and Shock Exposure Index) for outcome measurement; and
  • Develop training resources and deliver training sessions on RMME and/or data analytics for HQ, regional bureaux, and country office audiences to strengthen WFP internal capacity and awareness around resilience measurement.

2. Engage with the WFP RMME Experts Platform (an international group of external resilience measurement experts), including:

  • Liaise and coordinate with international RMME experts to develop, test and refine corporate resilience measures and methods (i.e., tailored resilience measurement approaches, capturing averted humanitarian needs and co-benefits of resilience programmes; and
  • Organize and facilitate remote and in-person meetings/consultations with experts and RMME partners to advance the RMME platform’s objectives.

3. Provide strategic and technical advice to RAM that contributes to the enhancement of corporate monitoring frameworks and systems, including:

  • Prepare data, high-level analysis and/or visualization of global reports for WFP’s Evidence Planning and Budgeting tool as well as other RAM M initiatives on a demand basis;
  • Pilot test tools and platforms related to the RAM Information Management (IM) ecosystem (e.g., Survey Designer and Data Bridges);
  • Assist in managing WFP’s Social Scientist Roster by advising regional bureaux and country offices on fit-for-purpose candidates;
  • Coordinate across HQ technical units to compile High-Level Target (HLT) indicator data for reporting at the corporate level globally (e.g., for the Annual Performance Plan); and
  • Critically assess and evaluate CO proposals and research agendas for WFP’s Changing Lives Transformation Fund (CLTF).

4. Other technical support to RAM-M and PRO-RL upon demand.

DELIVERABLES AT THE END OF THE CONTRACT:

  1. Analysis, interpretation, and reporting of data for resilience programmes in collaboration with country offices, RBx, and globally;
  2. RMME guidelines, tools, and resilience-specific indicators developed and RB/CO capacitated through trainings and socialization to support adoption.
  3. In collaboration with international experts through the RMME experts platform, novel approaches and methods are developed, tested, and refined.
  4. Strategic and technical advice and inputs provided to RAM.

STANDARD MINIMUM QUALIFICATIONS:

Education:

Advanced University degree in Economics, Food Security, Statistics, Data Science, Social Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

At least five years of relevant professional work experience in international development and/or humanitarian work or research relating to these.
Proven experience with Tableau, quantitative data analysis software(e.g., SPSS, STATA, and/or R), qualitative data analysis software (e.g., NVivo, MAXQDA and/or ATLAS.ti) and Python required. Experience with additional programming languages is a plus.
Experience designing and leading monitoring activities in countries, including collecting food and nutrition security data, conducting quantitative and qualitative analyses and reporting findings to senior management.
Ability to ensure that monitoring processes are gender-responsive.

Knowledge and Skills:

  • Advanced quantitative and qualitative analytical skills, including the ability to analyze data for resilience-building programmes.
  • In-depth knowledge and abilities in the areas of monitoring and evaluation methods, metrics, statistical applications, and reporting systems.
  • Strong understanding of resilience monitoring and measurement.
  • Practical knowledge on how WFP’s data is collected, compiled, analyzed, and presented for management decisions, programme adjustment, and donor reporting.
  • Ability to develop monitoring systems and databases including preparation of data collection and reporting tools.
  • Ability to work with relevant technology, procedures (e.g., web-based databases, other statistical applications) to produce analysis and develop and share quality reports and visualizations.
  • Knowledge of programme design, implementation, and operational challenges in food and nutrition security.
  • Good understanding of WFP's Strategic Plan and programmatic workstreams.
  • In-depth knowledge of results-based management principles and practices and WFP’s corporate accountability frameworks.
  • Ability to deliver results through efficient planning and organizing activities.
  • Ability to effectively communicate orally and in writing.
  • Ability to work in a team and maintain effective work relationships.
  • Willingness to build capacity of WFP and partner staff through formal and informal training processes, including developing documentation and training materials.
  • Good knowledge of UN system policies, rules, regulations, and procedures.

Languages:

Fluency (level C) in both spoken and written English.
Intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) or Portuguese (one of WFP’s working languages).
