*Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 4 years. The position is based in Cairo, Egypt, and the selected candidate will not be expected to relocate as per WFP re-assignment practices. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

JOB PURPOSE
The purpose of this role is to drive employee engagement and alignment behind WFP’s strategic business priorities, enable clarity for individuals on their contribution, and provide the channels and information employees need to be able to connect to RBC and perform at their best. It also will enable leaders and line managers to inspire and facilitate great conversations that build commitment, recognition, and pride and will enable employees to connect to our purpose, live our values, culture, and behaviors and become advocates for WFP.
Regional Internal Communications and Workforce Engagement will report to the Deputy Regional Director – Enabling Services – and in close coordination with the Communications, Advocacy, and Marketing Division (CAM). The incumbent will be responsible to develop, plan and implement a communications & engagement strategy, that is field-first and replicable in other country offices. This role will provide sound, innovative advice to resolve highly complex employee relations and communication issues and analyze and interpret complex material. The incumbent will also shape and deliver the strategies and campaigns for the RBC Transformation programme
The Regional Internal Communications and Workforce Engagement will be a senior member of the RBC management team and oversee employee experience for the region and the countries it serves. Providing leadership and support to shape and drive RBC’s employee experience focusing on the effectiveness and efficiency of our campaigns, channels, and engagement, while planning for the future, to ensure we offer a more sophisticated and engaging experience for employees. It also supports the organization to leverage employee communications and build workplace culture, for maximum impact.
The role requires excellent stakeholder and project management skills, including at the most senior levels within an organization. The candidate will work directly with key senior stakeholders including the Regional Director, Deputy Regional Directors, and the senior leadership team, specifically the Head of Communications, Regional Chief HR Officer, Head of TEC, and Head of Admin as well as the Country Directors from across the 15 Country Offices that RBC serves. He/She will also partner widely across a range of functions that are key to the success of the strategy and build relationships across the complex network of Country Office colleagues.
KEY ACCOUNTABILITIES (not all-inclusive)
- Devise, design, implement, and monitor a robust Internal Communications and Workforce Engagement Strategy for the Regional Bureau and the Country Offices, aimed at promoting the identity and profile of WFP and furthering its vision, mission, and values;
- Ensure that the strategy aligns with the global strategies of Programme, CAM, HR, TEC, Management Services and Workplace Culture, and RBC Transformation programme
- Work closely with and guide the Internal Communications Officer in the planning and execution of activities and in the creation of content to drive engagement;
- Provide guidance and advice to the Regional Director (RD), leadership, and senior management concerning employee relations and engagement on difficult topics;
- Develop, supervise, and evaluate workforce engagement surveys that provide insights, and lead and coordinate the actions needed to generate positive behavioral change;
- Develop workforce engagement activities and campaigns that favorably impact the views and behaviors of staff, leaders, and managers in order to support WFP’s strategic direction and promote positive workplace culture;
- Provide advice and support to RBC on the design and implementation of regional strategies and plans, ensuring compliance with wider WFP corporate communications strategy and taking into account the specific regional context and audience to develop appropriate, effective communications and engagement;
- Co-ordinate campaigns/workplace culture activities to ensure regional engagement and commitment to achieve these important behavior change outcomes;
- Continuously monitor and evaluate workforce engagement performance in RBC and COs in order to ensure results meet objectives, and to identify, recommend and oversee changes to improve the effectiveness of engagement strategies;
- Define performance indicators, and monitor and oversee accurate and timely reporting, ensuring a WFP-wide view of workforce engagement activities that enable informed decision-making, evaluation of objectives, and consistency of information presented to stakeholders.
- Identify and build effective collaborations and partnerships internally and externally to align activities, and ensure a coherent approach to workforce engagement;
- Ensure the internal social media plans are defined and followed which leverage workforce engagement content, networks, and partners to enhance coverage and support of WFP’s activities;
- Align with corporate internal communications plans so staff understand and engage with WFP’s corporate strategy and how they contribute to meeting WFP’s mission, vision, and values;
- Leverage workplace culture, employee relations, champions, and influencers across the organization to build engagement and positive behavior change;
- Develop effective programmes and plans to build leadership capability, ensuring RBC’s leaders have the tools and skills to successfully engage and inspire employees. Ensure leaders and people managers understand how to navigate our digital workplace, not just finding exactly what they need, but also engaging and inspiring others to build advocacy, collaborate and innovate;
- Advise senior management of internal initiatives and developments throughout the organization;
- Plan and ensure organizational initiatives and internal change management projects are successfully communicated to employees and stakeholders;
- Promote a client service-oriented culture within the RBC;
- Define and coordinate team-building activities that can be replicated across the different COs.
- Define, produce, and disseminate multimedia material in support of employee engagement efforts
DELIVERABLES AT THE END OF THE CONTRACT

- An Internal Communications and Workforce Engagement strategy for RBC and the Country Offices within the region;
- A plan and related products/activities to communicate survey results and actions to tackle issues;
- A package of workforce engagement activities that are aligned between the bureau and the country offices;
- A package of communication products that enable understanding and support of positive workplace culture across the region;
- A package of established employee engagement mediums and platforms

Education
A university degree in Communications, Marketing, Journalism, International Relations, or other relevant field is required. A Master’s degree required field is desirable.
Experience
- Minimum of eight years of relevant experience in a highly disciplined and demanding communication environment needed
- Experience in internal communication and workforce engagement is essential
- Experience in coordinating communication campaigns is required
- Prior experience of managing complex projects and advising senior managers are mandatory
- Photography and video editing skills are required
- Familiarity with the United Nations’ structure and experience communicating with internal audiences are desirable
- Field experience within the Middle East, Northern Africa, and Eastern Europe region is highly desirable
Knowledge & Skills
- A team player who can work well independently and within a matrix team structure and has great interpersonal abilities
- Able to meet tight deadlines and remain calm under pressure
- Ability to work harmoniously with people of different national and cultural backgrounds
- Knowledge of the United Nations’ corporate culture and system, in general, is desirable

- Ability to produce industry-standard graphics, photos, and videos
- Ability to simplify complex ideas and concepts
Languages:
- Fluency in spoken and written English is required
- Working knowledge of Arabic is desirable
