ORGANIZATIONAL CONTEXT
WFP is supporting the pilot phase of the Department of Social Welfare and Development (DSWD) Electronic Food Voucher project dubbed as the “Walang Gutom 2027: Food Stamp Program” with an aim to provide targeted households a plastic payment card similar to a debit cards. Under this programme, WFP will contract local retailers in five different locations namely Surigao del Norte, Manila, Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Isabela, and Camarines Sur.
The project will require a CBT Supply Chain Associate who demonstrates initiative to respond independently to queries and problems with only general guidance. Job holder must be able to use his/her judgment in dealing with unforeseen problems on a daily basis. Job holder should have a level of expertise and knowledge to adapt and contribute to the development of systems and processes in order to continually improve the level of support provided.
JOB PURPOSE
Under the supervision of Head of Supply Chain, the Logistics Associate (Supply Chain CBT) will provide coordination, administrative services and research to support the efficient and effective CBT services. To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.
KEY ACCOUNTABILITIES (not all-inclusive)
Within the assigned unit and delegated authority, the Logistics Associate (Supply Chain CBT) will be responsible for the following duties:
- Provide operational coordination and administrative services, to support CBT Supply Chain projects and activities, following standard processes and contributing to the effective delivery of voucher assistance.
- Organize and conduct food retail supply chain and markets assessments to identify and contract wholesalers/retailers
- Administer wholesalers/retailers contracts (maintain a contracts tracking database) and monitor/track retailers performances in coordination with stakeholders, and based on well-established key performance indicators
- Perform and coordinate food quality control activities and manage the mobile point of sales (mPOS) equipment in coordination with IT / SCOPE team
- Conduct reconciliations of wholesalers / retailers transactions data, verify and process retailers invoices and process payment requests
- Manage retail contract documentation including reports on payment reconciliation, vendor documents, and other retail related report
- Support processing and managing routine supply chain – CBT administrative and financial tasks, to contribute to the effective and timely management of resources;
- Support Supply Chain Unit in the implementation of innovative CBT operations, initiatives and services to ensure a timely, cost-effective and integrated approach with core activities and in close cooperation with key CBT stakeholders.
- Build relationships cross functionally with other key stakeholders including Programme, Finance, Procurement and ICT / TEC units.
- Take responsibility for data integrity to facilitate availability of accurate information in corporate systems;
- Work with a variety of individuals, taking on feedback where appropriate to assist in business support delivery for staff
- Manage and update vendor details of retailers and other suppliers
- Perform other Supply Chain related duties and responsibilities as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education is required. A university degree in Business Administration, Commerce, Supply Chain, Logistics, Finance and related training is an advantage
Experience:
- At least six or more years of experience in supply chain management or related field
- At least 1 year experience in managing retailers / wholesalers/ traders
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.
- Experience conducting retailer research/assessment
- With strong coordination experience with other stakeholders (e.g., logistics, procurement, finance, progreamme, etc)
Language: Fluency in both oral and written communication in English and local language in duty station.

REMUNERATION PACKAGE
WFP offers a competitive benefits package including an approximate salary of PHP50, 000++/ per month, leave entitlements, and comprehensive medical insurance which can be extended to eligible dependents.
