ORGANIZATIONAL CONTEXT
The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 15 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods. Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.
JOB PURPOSE
WFP’s Afghanistan Country Office requires the services of an experienced Information Management and Analytics Specialist to support the Programme Unit in carrying out the following scope of work, reporting to the Head of Programme.
KEY ACCOUNTABILITIES (not all-inclusive)
- Collate and synthesize information across multiple sources to develop regular, accurate and timely programme unit reports for evidence-based decision-making and advocacy. Ensure that these are consistent with other products and disseminated on a predetermined schedule.
- Support the development of other programme evidence, information, and knowledge reports tailored to specific audiences. As part of these efforts, oversee a programme reporting schedule and ensure consistency in data being produced and shared by the Programme Unit.
- Provide advisory services, technical support, and training to colleagues on reporting, writing, information synthesis, data analysis and visualization, and information and knowledge management – with the aim of maximizing meaningful and clear insights. To this end, map out individual teams’ information flows and needs to further tailor support on individual products.
- Set up and lead a regular forum/roundtable to ensure coordination between information and data needs/questions, and associated products.
- Enhance and maintain a programme unit knowledge management page (e.g., with Sharepoint) to strengthen access to information and resources.
- Strengthen knowledge management practices through training and support in restructuring information to enhance efficiency. To this aim, conduct a review of knowledge management practices and folder structures to recommend improvements and solutions.
- Lead in developing and maintaining a system/process to clean and integrate multiple data sources for the unit. Regularly liaise with data owners and review areas to improve data structures. Liaise with the regional bureau and headquarters and avail support where needed.
- Regularly assess the performance of the programme unit and area offices in overall information and data flow and usage to recommend and implement solutions.
- Perform other duties as required.
STANDARD MINIMUM QUALIFICATIONS
Education:
- University degree in economics, communications, information technology, international relations, political science, or related field.
Experience:
- At least five years of experience in information management, reporting, research, data analysis/analytics, business intelligence, or knowledge management roles, particularly in the international development / humanitarian context.
Required Knowledge and Skills:
- Proven analytical, writing, information synthesis and communication skills.
- Coordination skills and operational understanding of complex humanitarian operations, particularly various programme areas.
- Advanced proficiency in Microsoft Office suite.
- Proficiency with one or more data analysis and visualization tools (e.g., Tableau, PowerBI, R, Python and/or ArcGIS).
- Proficiency with Sharepoint and knowledge management practices.
- Understanding of data integration is an asset.
- Knowledge of UN system, policies, and functions is an asset.
Language:
- Fluency (level C) in English language.
