BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Somalia continues to grapple with growing food insecurity and malnutrition resulting from repeated cycles of climate-induced drought. Somalia is facing a historic drought, with five consecutive failed rainy seasons. According to FNAU post-Deyr 2022 report, over 6.5 million people will face acute food insecurity (IPC Phases 3, 4 and 5) through June 2023. An estimated 1.8 million children under the age of five are at risk of being acutely malnourished years (about 54% of the total population of children in Somalia), including 477,700 who will be severely malnourished.

WFP Somalia Country Strategic Plan (2022-2025) reaffirms its commitment to integrate nutrition across all its operations. Nutrition is explicitly part of emergency response (Strategic Outcome 1) and identified as a critical part of Human Capital and Social Protection (Strategic Outcome 2), as well as envisioned under climate-smart food systems (Strategic Outcome 3) and institutional capacity strengthening efforts (Strategic Outcome 4). As such, WFP aims to effectively integrate nutrition at scale. Achieving this will rely on exploring alternate programmatic approaches and platforms that can support tackling both underlying and immediate drivers of poor diets and malnutrition.

In 2022, WFP Somalia scaled up its response in Somalia. In 2023 it is gradually shifting to a drought recovery response while also expanding nutrition treatment in newly liberated areas. Emergency nutrition response will remain a critical focus of the recovery and crisis response. Technical, and operational support and coordination are required across all Area Offices, the Nutrition cluster, Cooperating partners, UNICEF and the Government. This position is critical to ensure an effective nutrition response, improving programme quality, effectiveness and efficiencies by working closely with FMOH, the nutrition cluster and UNICEF.

POSITION OVERVIEW

The Emergency Nutrition Officer will be based in Mogadishu but will be roving across the Area Offices and report to the Country Office (CO) Deputy Head of Nutrition. (S)he will be working in close collaboration with the Area Office staff to address capacity and operational challenges and support coordination of the overall nutrition response in collaboration with UNICEF, the Nutrition Cluster, Cooperating Partners and the Government.(S)he will particularly focus on partner capacity building, management of Field Level Agreements, capacity strengthening of national staff at the CO and Area Office, providing technical guidance to the Nutrition Cluster and UNICEF, and assisting in the implementation of the Somalia Road Map for Wasting and the joint Action Plan between WFP and UNICEF.

WHAT WILL YOU DO? (not all-inclusive)

  • Lead overall coordination of the emergency nutrition response across Somalia, including hard-to-reach and newly liberated areas.
  • Provide capacity-strengthening support to Cooperating Partners (CPs), Nutrition staff and focal points at Area and Field Offices.
  • Regularly support supervision and monitoring of WFP and partner nutrition programme deliveries including advising on corrective measures and following up on implementation.
  • Liaise with the Area Office Head of Programme, Country Office (CO) head of programme, CO nutrition unit, the Partnership Cycle Management unit, VAM and Supply Chain Management unit to contribute to nutrition response design, planning and implementation
  • Provide technical support and guidance to the nutrition team to ensure efficient and effective nutrition response including development and revision of internal and external guidance notes and support roll out to all CPs and Area Offices (AO).
  • Work closely with UNICEF on the coordination and implementation of the Joint UNICEF – WFP Action Plan and Somalia Roadmap for Global Action Plan on Wasting to improve programme quality and coverage.
  • Identify opportunities for improvement of the WFP nutrition response e.g., new programme areas, beneficial programme synergies, potential partnerships, etc. and provide recommendations to the Nutrition team.
  • Assist in accurately capturing and promptly communicating nutrition information to fulfill various reporting requirements.
  • Contribute to resource mobilization by providing technical inputs into proposal development and reporting.

DO YOU MEET THE MINIMUM REQUIREMENTS?

Education

  • University degree in Nutrition and any other health-related fields. A master’s degree in nutrition or Public Health will be an added advantage.

Experience

  • Minimum 5 years of field experience with strong nutrition technical skills and food security.
  • Relevant experience in the management of large-scale nutrition in emergencies operations in complex humanitarian settings
  • Experience working with the UN is an added advantage.

Languages

  • Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language is an added advantage.

KNOWLEDGE & SKILLS

  • Knowledge of global nutrition and global humanitarian architecture including the cluster approach.
  • Demonstrated ability to strategically engage with Government and partners to develop and implement multi-sectoral programmes.
  • Strong skills in coordination, and capacity strengthening, and the ability to work effectively with a range of stakeholders, including NGO partners and the Ministry of Health.
  • Conceptual knowledge of nutrition in emergencies.
  • Excellent interpersonal and teamwork skills and demonstrated ability to work effectively in multicultural settings and teams.
  • Excellent written and oral communication skills.
  • Microsoft Proficient.
  • Ability to plan, organize and work with minimum supervision.
  • Ability to work and deliver results under stress.

TERMS AND CONDITIONS

  • This is an international position and candidates must be a national of a country other than the country of assignment. (Female candidates are encouraged to apply)
  • This position is based in Mogadishu, the selected candidate will be required to relocate to take up the assignment with 70% roaming in other field offices.
  • The contract duration is 11 months (initial)
