Project Background:

The Jordan Public Financial Management Activity (PFMA) aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue-raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management; and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity. The PFMA is implemented by DAI in association with ECO Consult and other partners.

Position Description:

The Communications Specialist will manage and coordinate all communication products and public outreach activities to support the Jordan Public Financial Management Activity (PFMA). The Communications Specialist reports to PFMA Communications Manager.

Key Duties and Responsibilities:

  • Serve as a focal point for all communications and awareness-raising aspects of PFMA
  • Support development and implementation of PFMA communication products such as success stories, press releases, newsletter, web site, social media
  • Design, plan and implement all communications relating to PFMA events and campaigns as assigned by the communications manager.
  • Work with PFMA staff, USAID, stakeholders, and consultants to develop training and communications materials to support PFMA activities in coordination with the communications manager.
  • Maintain records of all PFMA publicity and databases related to communications and outreach.
  • Ensure PFMA compliance with USAID marking and branding requirements.
  • Prepare communications products in both English and Arabic.
  • Review the content of relevant reports and studies that are produced by PFMA team.
  • Build relationships with local contacts to increase media presence within Jordan. For example, journalists, media producers (print/video) and social media influencers.
  • Develop graphics, illustrations, and logos for PFMA diverse project activities for dissemination on the USAID media channels, upon approval from communications manager.
  • Design visual social media content using a variety of tools and software (Photoshop and Microsoft Publisher) for producing multimedia material.
  • Transform statistical data into visual graphics, diagrams, and infographics, which can make complex ideas more accessible in consultation with the communications manager.
  • Collaborate with program teams to develop storytelling audiovisual products, videos, and other communications deliverables to highlight program impact and influence.
  • Produce promotional and awareness themes and other video themes starting from creating story boards to sketching, using animation, graphics, final editing, and video production.
  • Support writing video scripts for the purpose of developing audio-visual promotional material of the PFMA project in consultation with the communications manager.
  • Assist in the development of project campaign themes and various media material for the publication and distribution through various media channels.
  • Review designs for errors with project team members before sending them for printing or publishing.
  • Ensure that all designs are interactive in manner including factsheets, posters, roll-ups, flyers, banners, and ads.

Qualifications:

  • Ten+ years of experience preferably with USAID-funded activities.
  • Proven experience in social media, website content development and other branding and communications tools.
  • Strong demonstrated use of Word, Excel, and Publisher.
  • Professional working experience in developing design material such as infographics, project highlights documents and factsheets, using simple design software.
  • Excellent personal and communication skills in both Arabic and English languages.
  • Exposure to marketing or product development in a private sector context.
  • Experience working with international donors, USAID-funded projects strongly preferred.

  • Design — A professional working knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models.
