JOB PURPOSE

To provide support to nutrition programmes and activities to contribute to meeting the nutritional needs of WFP beneficiaries.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Somalia continues to grapple with growing food insecurity and malnutrition resulting from repeated cycles of climate-induced drought. Somalia is facing a historic drought, with five consecutive failed rainy seasons. According to FNAU post Deyr 2022 report, over 6.5 million people will face acute food insecurity (IPC Phases 3, 4 and 5) through June 2023. An estimated 1.8 million children under the age of five are at risk of being acutely malnourished years (about 54% of total population of children in Somalia), including 477,700 who will be severely malnourished.
WFP Somalia Country Strategic Plan (2022-2025) reaffirms its commitment to integrate nutrition across all its operations. Nutrition is explicitly part of emergency response (Strategic Outcome 1) and identified as a critical part of Human Capital and Social Protection (Strategic Outcome 2), as well as envisioned under climate smart food systems (Strategic Outcome 3) and institutional capacity strengthening efforts (Strategic Outcome 4). As such, WFP aims to effectively integrate nutrition at scale. Achieving this will rely on exploring alternate programmatic approaches and platforms that can support in tackling both underlying and immediate drivers of poor diets and malnutrition.

During 2022, WFP Somalia has scaled up its response in Somalia and is gradually shifting to a drought recovery response. Emergency nutrition response will remain a critical focus of the recovery and crisis response. Operational support and coordination are required across all Area Offices, the Nutrition cluster, Cooperating partners and the Government in particular for support to the AOs, operation supervision, strategic reporting (internally and externally), and pipeline management. This position is critical to ensure an effective nutrition response, improving programme quality, effectiveness and efficiencies.
The Nutrition Officer will be based in Mogadishu with possible travel to the Area Offices and report to CO Deputy Head of Nutrition. (S)he will be working in close collaboration with the AO staff to support the implementation of WFP’s nutrition response with a particular focus on improved programme quality, effectiveness, efficiency and accountability of the nutrition response, nutrition data management and reporting, and SNF pipeline management and strengthening the current capacities of national staff at CO and Area Office

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or other relevant field.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.

OTHER SPECIFIC JOB REQUIREMENTS

  • Experience in Food Security and Nutrition assessments – design and analysis and implementation of nutrition programs
  • Experience in designing qualitative and quantitative surveys and using a variety of quantitative and qualitative analytical tools and methods.
  • Proficient in the use of Excel and handling large data sets

DUTIES AND RESPONSIBILITIES

  • Lead on the information and pipeline management pillar of the nutrition team.
  • Provide nutrition M&E programme management support through data analysis support, ensuring regular updates on implementation progress and an M&E coordinated approach that complies with WFP standards and procedures.
  • Liaise with Area Offices, Logistic Unit, Budget and Programme unit and Partnership Unit in the preparation, monitoring and updating of implementation plan and monthly distribution plans for nutrition commodities, ensuring timely submission and tracking of nutrition pipeline. ensuring that rigorous quality standards are maintained.
  • Work with Logistic Unit, Budget and Programme Unit, Procurement unit and Area Offices to identify areas for improvement in pipeline management (both SNF commodities and Non-Food Items) and put process improvements in place that addresses both downstream and upstream pipeline management.
  • Liaise with budget and programming, logistic, VAM, Area and field Offices on regular updating of WFP Seasonal Analysis and Response Plan (SARP) and Implementation Plan (IP) in line with needs-based plan (NBP) based on latest FSNAU projections.
  • Support the review of Nutrition Budget Proposals and amendment of Field Level Agreements in close alignment with the Nutrition Implementation Plan and response plan compliant with WFP programming policies and protocols.
  • Oversee and lead on the preparation of accurate and timely reporting on nutrition programmes that enable informed decision making and consistency of information presented to stakeholders.
  • In close collaboration with the M&E team lead on the coverage survey and ensure that quality nutrition monitoring is well integrated in regular PDM outcome monitoring and field monitoring including feedback mechanisms
  • Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
  • Support analysis of operational data, mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making.
  • Provide information and data input into various donor reports including BHA, CERF, KfW and France
  • Lead the provision of quantitative data including beneficiaries reached/quarterly MODA, progress on programme performance against SPHERE standards, other outcome, and output data into the ACR
  • Contribute to resource mobilisation by providing inputs to proposal development, reporting and fact sheet development

Knowledge of Public Health Has foundational knowledge of the core public health sciences (i.e., biostatistics, epidemiology, social science, environmental health, and prevention of chronic and infectious disease and injury) in order to assess a country’s/region’s health situation.
Knowledge of Food System Ability to analyze how food systems influence the diets of vulnerable groups and identify how and where food systems may contribute to specific nutrient gaps.
Applying Programme & Policy Standards Leverages nutrition knowledge to provide technical advice to governments to design and implement country nutrition programmes that follow international and WFP agency standards and guidance.
