BACKGROUND & PURPOSE OF THE ASSIGNMENT

WFP is seeking an International Consultant based in Mogadishu to serve as Resilience Coordinator. The candidate will be responsible for the coordination of a multiyear joint resilience programme called Strengthening Resilience Programming in Jubaland and Banadir, Somalia supported with funding from BMZ through KfW, and implemented in coordination with the Government of Somalia. The Joint Resilience Programme (JRP) is an integrated nutrition, health, education, livelihoods, and water, sanitation and hygiene programme funded from 2018 through 2023 with an expected extension of six months into 2024.

In addition, the candidate will lead WFP Somalia’s engagement on the broader cross-functional resilience agenda, including strategic development and positioning, partnerships, advocacy and learning related to WFP resilience programming. This includes leading the technical design, development and implementation of new joint recovery and resilience programming with other partner agencies, and related advocacy with resource partners such as KfW/BMZ and USAID/BHA in close collaboration with technical units and the partnerships team.

WHAT WILL YOU DO? (not all-inclusive)

  • In close coordination with technical teams, lead the overall engagement on resilience on behalf of WFP Somalia including strategic development and positioning, advocacy and learning.
  • Establish and maintain strategic and operational partnerships for joint resilience programming, including government, UN partners, IFIs and traditional resource partners.
  • Identify new opportunities and lead the development of proposals for new resilience funding and program expansion in collaboration with relevant technical teams and partnerships.
  • Develop and lead the implementation of a research & learning agenda for resilience and establish relevant research partnerships. Lead project-based learning agendas working closely with relevant technical teams and strategic partners.
  • Support improved programmatic integration, synergies and cross-linkages for WFP Somalia resilience programming.
  • Provide overall coordination and management of activities under the JRP in Jubaland and Banadir. This role requires a dedicated level of oversight, and the candidate must be able to work autonomously to ensure all programme objectives are achieved.
  • Work closely with the relevant Area Offices, nutrition, school feeding and livelihoods teams to ensure the technical quality of the JRP programme. In addition, support other functions related to resource management, monitoring and implementation.
  • Travel regularly to the field to meet with the teams responsible for programme implementation and monitoring.
  • Provide advice, guidance and recommendations for improvement to area offices and relevant units as needed for successful implementation of the programme.
  • Communicate with donors on project implementation, as well as respond to ad-hoc requests from the donor and reporting.
  • Coordinate all external meetings and events related to programme, in collaboration with Partnerships and Communications and regularly meet with donors, government officials and cooperating partners to discuss the implementation of the programmes and receive feedback.
  • Supervise the JRP Field Officer staff and provide support as and when required.
  • Perform other duties as required.

DO YOU MEET THE MINIMUM QUALIFICATION & EXPERIENCE?

Education:

Advanced university degree in Political Science, International Development, Development Economics, International Relations, or other related field.

Experience:

Minimum of 5 years post-graduate experience, progressively responsible for programme coordination and management as well as experience working with donors.

Language:

Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language is an added advantage.

KNOWLEDGE & SKILLS

  • In-depth knowledge of food systems resilience programming in humanitarian and development settings and linkages with food security and nutrition.
  • Ability to engage and collaborate with cross-functional teams including school feeding, nutrition, and supply chain.
  • Excellent coordination skills, with the ability to lead effectively across multiple teams to drive multifunctional outcomes.
  • Excellent communication skills, including the ability to effectively communicate through multiple mediums (e.g. policy, advocacy messaging, reporting, training)
  • Sound knowledge and skills in adult learning.
  • Team spirit and excellent interpersonal relations.
  • Knowledge of the UN system, including gender-related mandates is an asset.
