CONTEXT

Syria has been in an ongoing crisis for the past 12 years, which has had a major impact on the population and infrastructure. In recent years, the country has experienced the effects of a series of global and local events, including the Lebanon financial crisis, the COVID-19 pandemic, the Russian-Ukrainian war, a Cholera outbreak, the Earthquake of February 2023, and various climatological events such as droughts, wildfires, and flash floods. In an unstable and constantly changing setting, it is essential for the WFP to possess the necessary systems, tools, and technologies to promptly and accurately address each emerging circumstance. Every event occurs within a specific location, signifying that the geographical aspect serves as the common thread connecting all the diverse elements for effective planning and well-informed decision-making. As the political situation in Syria and the region is changing, there is an increased need for an early recovery response approach that can provide sustainable development and food security to the vulnerable population. In the planning process of these strategies, it is important to incorporate geographical targeting, anticipatory action methodologies, trend analysis of natural shocks, and other elements through a geographical lens.

During the last three years, WFP Syria CO had invested in its Geospatial capacity. The GIS team, under the supervision of the Head of VAM, supports the whole of Syria Operation with data collection, geospatial analysis and visualizations. At the same time, it provides capacity building activities for WFP and its partners as well as building and fostering collaborations with other GIS entities in Syria and spearheading joint initiatives with them that bring mutual benefits to the organization. Against the background, the Syria Country's Office VAM Section seeks an experienced, resourceful, strategic, and dynamic professional with experience in the Syrian context, who will lead and be in charge of the above-mentioned activities and bring a tangible progress in the areas described above. They should have the necessary expertise to make advances and achieve concrete results in the specified areas.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Team Lead GIS sub-unit, the Programme Policy Analyst (GIS Remote Sensing) will be responsible for the following:

  1. Support the GIS team in the creation of static maps for the different Units using ArcGIS Pro, ArcMap and QGIS.
  2. Support the GIS team in conducting GIS analysis and Remote Sensing analysis related to program design, early warning, emergency preparedness and response or other purposes (e.g. food insecurity, climate, accessibility, livelihoods).
  3. Use Python to automate workflows for the update of data and for conducting geospatial analysis.
  4. Support the GIS team in designing and implementing capacity building activities such as trainings, workshops and presentations to other UN Agencies and Government line ministries in Syria.
  5. Support the GIS team in expanding the usage of the GIS technologies in Syria through posts and targeted events.
  6. Support the GIS team in developing Interactive web maps (web GIS) and other applications using ESRI technology (ArcGIS Online).
  7. Contribute in the maintenance and the updating of the spatial data infrastructure (SDI) for the storage of geospatial data layers in the country.
  8. Perform other duties as required by the supervisor/GIS Officer – VAM Syria CO.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Experience

Minimum of six (6) years of experience in collecting geospatial and socioeconomic food security data, conducting quantitative and qualitative analyses, leading survey and multiple assessments in countries including the design, data collection and analysis and reporting findings.

Education:

Secondary School certificate required. University degree in Geography, Geographical Information Systems (GIS), Computer Science, Software Development, or related fields will be considered as an asset.

Language:

Fluency (level C) in English and Arabic languages.

KNOWLEDGE AND SKILLS

  • Good working knowledge of ArcGIS and/or QGIS software.
  • Knowledge of programming languages (Python, Javascript) for the automation of processes and workflows.
  • Knowledge of basic SQL queries such as MS SQL, PostgreSQL.
  • Willingness to further grow in the area of GIS and further develop skills in data collection, analysis and visualization.
  • Excellent written and verbal communication skills; high attention to details; good research and analytical skills, ability to meet deadlines and work under pressure as part of a team; ability to work independently while asking questions and seeking support in a fast-paced environment.
