JOB PURPOSE

Job holders are expected to support the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. They may also support the formulation of country monitoring and evaluation strategies and contribute to policy development and various initiatives. Job holder will also contribute to evidence base through VAM activities that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Under the direct supervision of the Country Director, the job holder will be heading the RAM and Evaluation Unit and will be responsible and accountable for the following duties:

Monitoring and Evaluation

1. Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.

2. Budget for M&E costs and advocate through line manager for both appropriate financial and human resourcing.

3. Provide feedback on the formulation of the Monitoring and Evaluation Strategies and support their operationalization.

4. Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.

5. Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.

6. Contribute to building M&E capacity of WFP staff and partners through training and information sharing. Manage a team of staff, and guide as required to enable high performance.

7. Provide inputs to line manager regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Sustainable Development Cooperation Framework (UNSDCF) aligned with nationally owned sustainable development goals.

8. Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

9. Translate evidence into advocacy materials and advise CD on various advocacy strategies based on data and evidence for WFP operations.

Specific to the monitoring function

10. Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).

11. Support mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making.

12. Manage the monitoring of Outcome Group 2 results for United Nations Sustainable Development Cooperation Framework (UNSDCF) in partnership with other UN organizations.

Specific to the evaluation function

13. Manage or support senior officer in the management of decentralized evaluations in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails managing or supporting evaluation processes from planning to completion: sourcing, hiring and supervising external evaluators; engaging stakeholders appropriately in the evaluation process and managing communications and budgets.

14. Support centralized evaluations managed by the Office of Evaluation, joint UNSDCF evaluations and donor-led evaluation in country.

15. Manage the National Evaluation Capacity Development (NECD) in partnership with the DMEO and other partner state governments in line with the corporate NECD strategy.

Specific to the VAM (Vulnerability Analysis and Mapping) function

16. Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.

17. Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.

18. Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.

19. Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.

20. Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.

21. Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

• Previous experience in humanitarian or development contexts.

MINIMUM QUALIFICATIONS:

Experience: Minimum of three years of relevant postgraduate professional work experience including research, assessment, monitoring and evaluation activities.

  • Demonstrated proficiency in using a variety of quantitative and qualitative analytical tools and methods for food security analysis.
  • Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
  • Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems.
  • Experience of translating evidence into advocacy strategies.

Education: Advanced University degree in social sciences, food security, statistics, development economics, performance management, monitoring and evaluation, data science or other related fields, or First University degree with five years of relevant work experience and/or training/courses.

Language: Fluency in oral and written communication skills in English. Working knowledge of Hindi is required.
