Learning Assessment Manager – Jordan

School-to-School International (STS) is a non-profit organization based in California that seeks to transform education and school health in developing countries so that every child can succeed in school. For over a decade, we have partnered with individuals, government ministries, non-governmental organizations, private foundations, and research institutions to improve the quality of children’s learning through educational research and integrated support for children in primary school. We currently have projects in 20 countries across the globe. We provide assistance in the areas of research and evaluation, curriculum and training, and policy and planning.

STS seeks a Learning Assessment Manager for a USAID Early Grade Education Activity (EGEA) in Jordan. Under the direction of the International Research & Exchanges Board (IREX), this position provides support to the USAID Early Grade Education Activity (EGEA) in Jordan and will work in collaboration with STS home office staff based in the United States (STS HQ), IREX and other partners. The Learning Assessment Manager, as a key point of contact at the field level, will coordinate between STS home office staff, IREX and other partners to manage the strengthening of local education system actors’ capabilities to enhance/expand diagnostic tools and assessments and support EGEA monitoring, evaluation, assessment, and learning.

The position will be based in Amman and will be supervised by both the STS project manager based in the U.S. and the IREX

Responsibilities include:

  • In collaboration with STS HQ and IREX, develop a Deliverable Schedule and Activity Timeline for the first year of implementation.
  • Support the institutionalization at the Ministry of Education (MoE) of quality assurance processes and use of semesterly classroom-level diagnostic assessments, annual lot quality assurance samples, and biennial national assessments for early grade Arabic and mathematics.
  • Collaborate with STS HQ to strengthen student performance data analysis and utilization to inform school and field directorate report cards, teacher coaching and mentoring plans, training plans, and corresponding budgets and procurements.
  • Coordinate with STS HQ, IREX and other partners to expand diagnostic assessment tools for additional subjects and areas of child development, including socio-emotional learning.
  • Coordinate with MoE and local education system actors to understand and document typical strengths, gaps, and data needs of schools, Field Directorates, and the broader education system.
  • Contribute and support strengthening data automation and analytics, including for classroom diagnostic data, national assessment data to support teachers’ instruction under the direction and lead of IREX.
  • Manage and coordinate assessing quality of instruction and learning, including teacher motivation and satisfaction; fidelity of differentiated instruction; time on task; pace of instruction within schools; and use/usability of teachers guides, student workbooks, and supplementary learning materials (i.e. decodable and leveled readers), and classroom environment (i.e. socioemotional wellbeing) to inform early grade program interventions and scalability as well as to inform teachers’ progression through continuous professional development and ranking systems and human resources decision-making
  • Collaborate with STS HQ to provide rigorous research support to understand and address education inequality and underperformance.
  • Provide ongoing progress monitoring and data collection support, tracking progress towards the completion of STS’s project activities and associated project objectives.
  • Maintain regular communication with the client, partners, relevant government stakeholders, project field staff, and STS home office staff.

Qualifications:

  • Master’s degree in education, research methods, economics, statistics, political science, public policy, social science, or a related field.
  • Experience designing and providing ongoing training and development to ministry level officials preferred, prior collaboration with ministry of education officials required.
  • Experience organizing workshops including convening relevant government stakeholders.
  • Experience developing both informal reading assessment strategies (e.g., oral questioning, observing students as they work, invented writing) as well as more formal ones (e.g., quizzes, homework, diagnostic tests, national assessments). Prior experience with adapting and administering assessments for early grade students preferred.
  • Experience on other USAID- or major donor-funded education projects preferred.
  • Prior experience adapting electronic data collection software preferred.
  • Significant familiarity with Jordanian education system preferred – including Field Directorate, school-level, and classroom-level dynamics.
  • Demonstrated leadership, versatility, and integrity. ​
  • Strong communication skills, both oral and written.
  • English and Arabic proficiency and fluency required.
  • Authorization to work in Jordan required.
