PROJECT BACKGROUND

The Municipal Support Program (MSP) is a five-year (until August 2027), USAID-funded program implemented by DAI. MSP aims to strengthen municipal-sector service delivery and promote local economic development in Jordan. MSP will strengthen municipal-sector service delivery by supporting improved governance and organizational culture through a focus on three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement. Improved municipal service delivery will ensure that municipalities can respond effectively to citizens’ needs and create the conditions for investment and inclusive economic growth. MSP will also increase capital investment in the municipal sector. This investment is intended to catalyze local economic opportunities and further strengthen service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Across all interventions, MSP will increase the participation of marginalized groups, including women, youth, and persons with disabilities in municipal-sector decision-making. Participatory planning will improve marginalized groups’ access to public services and increase their economic opportunities. MSP will work across all of Jordan’s governates.

POSITION DESCRIPTION

The part-time ICT Infrastructure/Systems Specialist is responsible for providing technical expertise and oversight to MSP digital solutions for project partners and beneficiaries. The ICT Infrastructure/Systems Specialist will perform technical assessments and reviews, conduct market research with vendors, determine technical specifications for IT hardware and software solutions based on business requirements, and provide technical expertise to procurement processes. The ICT Infrastructure/Systems Specialist is responsible for ensuring that DAI established standards set by the DAI home office are followed and that project solutions are fully functional, efficient, and cost effective. The ICT Infrastructure/Systems Specialist provides beneficiary user support and manages relationships with outside System Support Companies as needed.

DAI’s Office of Information and Management Technology (OIMT) will provide the training, guidelines, and technical support to the ICT Infrastructure/Systems Specialist. It is the responsibility of the ICT Infrastructure/Systems Specialist to keep OIMT informed of issues and/or proposed system modifications (hardware and software purchases) via tools provided by OIMT IT Operations team such as request templates, support email address, and OIMT Technical Approval group email address The IT Specialist will functionally report to the Director of Finance and Operations and receive technical guidance from OIMT.

KEY DUTIES AND RESPONSIBILITIES

Support MSP in developing digital solutions and monitoring IT-related activities in coordination with technical lead staff and consultants.
Identify and assess opportunities for improving beneficiary organizational IT infrastructure, including hardware and information systems, IT security protocols, communication systems, and others.
Ensure that proposed IT solutions integrate with third party and/or existing beneficiary applications.
Lead or contribute to the preparation of relevant procurement requirements, including requisitions/tendering documents, and participating in bid and proposal evaluations.
Maintain regular communication with MSP IT departments to diagnose problems and provide solutions.
Assist in monitoring ICT activities per project requirements.
Support handover of ICT systems, including user orientation and training as necessary.
Assist local office staff in properly inventorying IT equipment procured for technical activities.
Review technical IT procurement requests in TAMIS as requested.
Provide inputs to weekly, quarterly, and annual project reporting.
Support coordination of MSP ICT activities with other donors to ensure that MSP complements and brings added value to other interventions.
Maintain a good knowledge and understanding of all policies and procedures as set forth in the project’s Field Operations Policy Manual and DAI Operations Manual.
Other relevant duties and tasks as required.

QUALIFICATIONS

Bachelor’s degree in computer science or relevant field.
Minimum 5 years of relevant experience in developing and/or implementing ICT initiatives and action plans.
Proven track record of delivering transformational ICT projects through the application of business change methodologies (including implementation of system requirements for new processes and organizational designs, etc.)
Strong knowledge in organizational IT infrastructure, including computer and information systems, information security, communication systems and networks.
Knowledge and experience with organizational change principles.
Excellent analytical, problem solving, and critical thinking skills.
High attention to detail and outcomes focused.
Independent self-starter, capable of following guidance and transforming it into action.
Excellent writing, speaking, and reading skills in English and Arabic.
PC and Server support experience;
Knowledge of Windows Server & Windows Client operating systems;
Knowledge of Windows network services: AD, DNS, DHCP, WSUS, Print and file sharing;
Knowledge of backup and restore services;
Knowledge of physical and logical LAN and WAN infrastructure principles;
Experience with communication equipment and VPN services.
