BACKGROUND
The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.
POSITION DESCRIPTION
The Business Enabling Environment Team Leader will be responsible for project activities focused on engaging with the Secretariat, Government of Jordan ministries, and key private sector representatives to develop and implement policies that ease business constraints and overall improve the business operative environment in Jordan.
DETAILED RESPONSIBILITIES

Provide technical assistance to the Government of Jordan to analyze, consult on, draft, revise, finalize and/or implement reforms

Work directly with the respective stakeholders to identify and prioritize public-private dialogue changes

Build government capacity on various frameworks and tools to boost private sector reforms
-
Build government capacity and support trainings of GoJ staff to interact with the end users of the reform (both within respective public sector and private sector users, enablers, implementers)

Support establishment of various reform steering committees to engage private sector representatives, including from high-growth sectors, and government officials

Ensure engagement of women, youth and governates in reform processes through outreach mechanisms

Lead the identification of technical assistance needs, then provide and oversee delivery of quality technical assistance to support the relevant GoJ stakeholders to revise policies, including those for competition, PPPs, investment, companies, bankruptcy, and insolvency laws

Review policy changes using economic analyses and the Gendered environmental, social, and governance (GESG) tool

Analyze regulatory issues in high-growth sectors to ensure enabling of trade and investment and support GoJ to implement the prioritized reforms improving the trade and investment enabling environment

Propose and implement actions for priority reforms to improve World Bank and World Economic Forum rankings on competitiveness and ease of doing business

Help to strategize and rollout social media communication campaigns in line with the Secretariat’s communication plan for engaging reform end users and any other relevant targeted awareness campaigns on policy reforms

Supervise the Public-Private Dialogue Coordinator, short term technical consultants and other project staff as assigned

Develop and oversee effective mechanisms for receiving, filtering and addressing priority reforms needed as identified by other USAID programs such as BGA, WEELA, and IQLAA

Ensure collaboration and coordination, sharing of information, needs, and progress across all components of ERA

Collaborate in the review and recommendations of changes to the Jordan Innovation Strategy to develop the innovation landscape, including possible actions for both the public and private sector;

Contribute to the review and improvement of the GOJ’s investment incentives scheme and develop an action plan to modernize the scheme

Contribute to and/or lead as assigned pitch decks, brief reports, and analysis for stakeholders,

Contribute to and/or lead as assigned periodic planning documents, progress and impact reports for USAID
-
Other tasks as assigned by the Chief of Party and DCOP – Technical
MINIMUM QUALIFICATIONS

Bachelors degree in business, economics, international trade, or another relevant field;

Master’s degree preferred

Minimum of fifteen (15) years of experience in business, economics and/or government
-
Prior experience liaising with government officials

Demonstrated knowledge and familiarity with Jordan’s operating environment
-
Strong interpersonal skills and ability to work with culturally diverse staff
-
Strong Arabic and English communication skills (oral and written)
LOCATION OF ASSIGNMENT
The Business Enabling Environment Team Leader will be based in the project’s office in Amman, Jordan.
