ORGANIZATIONAL CONTEXT

The humanitarian situation in South Sudan continues to worsen as humanitarian needs continue to rise, driven by compounding effects of years of conflict, sub-national violence, food insecurity, climate crisis, and public health challenges. Conflict and insecurity, fuelled by inter-communal violence, and now the ongoing Sudan conflict, continue to drive up humanitarian needs in South Sudan.

The November 2022 Integrated Food Security Phase Classification (IPC) results indicated that 7.76 million people – over 63 percent of the population of South Sudan– will likely face high acute food insecurity levels at the peak of the May-July lean season5, with around 43,000 people likely to be in IPC Phase 5. This represents a slight increase over the 7.74 million people in need during the 2022 lean season and is the highest number recorded since independence. Additionally, based on the IPC findings, an estimated 1.4 million children under 5 years are malnourished and in need of lifesaving nutrition interventions. Around 738,000 Pregnant and Lactating Women (PLW) and new mothers are acutely malnourished and in need of treatment. This is driven by deteriorating food insecurity, poor diet, disease and limited access to basic health and nutrition services. The first projections for 2023 indicated a deteriorating nutrition situation with IPC3 counties at acute malnutrition (AMN)increasing from 15 to 22 and those in IPC4 expected to increase from 30 to 34 counties.

Jonglei and Upper Nile States, covered under this role, are two of the most vulnerable states with most counties being in IPC4 for food security and acute malnutrition and thereby having large burden of malnourished women and children as well as food insecure households. The two states are also on the frontline of the Sudan crisis response as returnees and refugees continue entering South Sudan following the start of the war in Sudan in April 2023.

Under the direct supervision of the Head of Programme in Bor Field Office, the incumbent will be responsible for ensuring quality implementation of the nutrition interventions in Jonglei and Upper Nile States. Working directly with the nutrition focal points, head of programme and head of field offices, the FO Nutritionists will be responsible for all nutrition programming in the two foresaid States. Key responsibilities include:

JOB PURPOSE

To support and/or manage nutrition programmes to contribute to meeting the nutritional needs of beneficiaries within the country and/or provide technical advice and guidance on nutrition strategies, programme design and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide overall technical support and guidance for all nutrition programmes implemented in Jonglei, and Upper Nile states
  2. Oversee the nutrition emergency response (Sudan crisis) in the two states, including planning, implementation and coordination.
  3. Strengthen the technical capacity of WFP programme staff and local NGO/CBO partners through formal training and supervision
  4. Assist WFP FO and partners to develop operational and implementation plans, estimate beneficiary caseloads and commodity requirements
  5. Follow-up with logistics regarding the delivery of nutrition supplies, ensure stock out at sites is minimal
  6. Liaise with project implementing partners and undertake visits to view projects outputs and beneficiaries to ensure that progress is made in the achievement of project objectives
  7. Support the organization of state level nutrition related coordination forums, working groups, technical meetings, and training activities
  8. Support the development process and roll out of CMAM and MIYCN guidelines at state level Strengthen the technical, managerial and coordinator capacity of the State MOH
  9. Improve partners and SMOH capacity in monitoring and reporting
  10. Enhance efficiency and effusiveness of network of Community Nutrition Volunteers (CNVs) including generating findings to inform sustainability

KEY ACCOUNTABILITIES CONTINUED

11. Ensure national and WFP nutrition policies, standards and guidelines are applied in WFP-supported nutrition projects to ensure quality programmes

12. Provide continuing liaison with UN agencies and with NGOs at state level

13. Provide technical assistance for nutrition and HIV&AIDS assessments organized at state level

14. Provide technical assistance for Food Security and Nutrition Monitoring System

15. Prepare regular reports – describing implementation process and presenting baseline and end-line values of all project-specific outcomes

16. Support FNSMS/SENS/JAM process at national and field level

17. Provide Weekly update for USAID and CERF supported projects

18. Be flexible to accommodate additional tasks

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or other relevant field.

Language: Fluency in oral and written English, working knowledge of Arabic is an added advantage
Knowledge and Skills: Strong analytical skills and ability to conceptualize complex nutrition issues, analyse data, produce thorough reports and policy recommendations. Strong initiative, coordination skills and ability to effectively lead nutrition programmes in deep field locations

Experience

  • At least 5 years of postgraduate progressive experience in a related field
  • Experience in implementation of emergency nutrition programmes in complex emergencies
  • Experience in working in public health and nutrition related activities in field-based settings
  • Experience in a hard ship duty station or emergency operation is an added advantage

  3. Quarterly review of CMAM, BSFP and IFP implementation undertaken for Bor, Malakal, Renk and Maban FO
  4. Operational plan needs for Unity and Lakes States are updated.
  5. Field Level Agreement proposals submitted by the partners are technically reviewed and cleared timely according to WFP guidelines
  6. A bi-weekly touch base meetings organized with Field Office Focal Points and Alternates in for Bor, Malakal, Renk and Maban FO
  7. Sub national contingency and floods response plan for Bor, Malakal, Renk and Maban FO
  8. Quarterly field monitoring and supervision per each Field Office
  9. Monthly field mission reports including the recommendations for the improvement

  1. Issues raised by the third-party monitoring (TPM) are addressed and concluded as evidenced in the TPM feedback ction plan for Bor, Malakal, Renk and Maban FO

  4. CP payment and invoice tracker for Bor, Malakal, Renk and Maban FOs is developed and updated monthly.
  5. FNSMS/SENS and JAM training on nutrition component undertaken are supported
  6. Rationalization exercise per FO is discussed and recommendation are shared with the National Nutrition Cluster
  7. Weekly update for USAID and CERF supported projects are provided
