BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Food Security Cluster (FSC) has been established globally to coordinate the food security response during a humanitarian crisis. The FSC was established by the Interagency Standing Committee (IASC) and is co- led by the Food and Agricultural Organization (FAO) of the United Nations and the World Food Programme (WFP) with accountability to the Humanitarian Coordinator (HC), through the Cluster Lead Agency (WFP and FAO), as well as to national authorities and to people affected by the crisis. At the global level, the global FSC (gFSC), based in Rome, is responsible for strengthening system-wide preparedness and providing technical capacity to respond to humanitarian emergencies. The gFSC supports and guides the field level Food Security Clusters in strengthening the coordination, advocacy, and monitoring of the food security response. Support is provided in the form of technical guidance and through field/support missions.

WFP as Cluster Lead Agency and Provider of Last Resort needs to regularly report on the FSC in its performance reports and ensure that the FSC is adequately integrated and reflected in its policies and reports. The position is based in WFP Emergencies Operations Division and reports to the global Food Security Cluster Coordinator.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Support in coordinating Food Security Cluster inputs for EME and other divisions (PRO, RAM, Supply Chain, Regional Bureaux and others) (e.g. WFP Country Strategic Plans and Line of Sights; annual country reports, EME sitreps etc).
  2. Liaise with the gFSC and support the establishment of regular reporting mechanisms of key performance indicators (KPIs) as part or the unit’s business process.
  3. Provide support to the WFP’s Learning Management System (CrossKnowledge LMS i.e. WeLearn) on any FSC components.
  4. Support supervisor on EME after-action reviews, evaluations and the developments of WFP policies, handbooks, reports and others where the integration of the FSC is required.
  5. Any other duties as required.

DELIVERABLES:

  • Support is provided to internal EME reporting mechanisms and KPIs.
  • FSC is adequately reflected in CSPs and Line of Sights.
  • Regular flow of communication between FSC and other WFP Divisions.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

University degree in international relations, economics, political science, business administration or related field.

Experience:

  • Work experience in the UN System, NGOs or INGOs;
  • Previous engagement with the cluster system is desirable;
  • Advanced proficiency in Excel and other Microsoft Office 365 applications specifically Forms, SharePoint, Word, PowerPoint, Teams;
  • Experience operating the technical side of online facilitation environments (e.g. Zoom) is considered an advantage.

Knowledge and Skills:

  • Good understanding of humanitarian architecture and coordination requirements.
  • Some experience in events administration
  • Knowledge of using database management tools / administrative softwares desirable.

Languages:

Working knowledge of English is required. Intermediate knowledge of another UN language is desirable.
