DUTIES AND RESPONSIBILITIES

Within the Country Office Programme Team, and under the direct supervision of the Team lead for Strategic Outcome 3, the focus of this role will be to ensure that the emerging Anticipatory Action portfolio is implemented according to project timelines and technical requirements and is integrated across integrated climate risk management and resilience approaches. The Programme Officer will be working on various workstreams around the following areas:
1. Guide capacity enhancement of national and sub-national entities to implement Anticipatory Action:

  • Desk review of current state of AA initiatives, actors, evidence and learning. Consolidate ongoing work on AA and define topical issues to focus AA work on, to inform the development of a national AA Plan and the progress on the existing national CERF AA Framework. Define partnerships/collaborations and establish relations with key actors.
  • Support the development of a feasibility study to assess a range of potential AA interventions in the Somalia context and to define systems that can be used for timely and sustainable delivery of AA, in close collaboration with SODMA. If not yet existing, threshold levels for different AA interventions are defined (e.g. flood), including work on vulnerability analysis and designing risk maps for Somalia.
  • Establish or build on existing national/sub-national Technical Working Group, to support the co-development of the national AA Plan, with support from key programme units (VAM, Climate Change, Social Protection) and in close collaboration with key government partners and other actors.
  • Support WFP’s engagement with SODMA, MoECC or relevant ministries to jointly organize workshops with the objective of sharing information, indicating government priorities in AA, co-develop shock triggers and delivery systems for AA, and complete the development and validation of the national AA Plan.

2. Technical leadership on community-level Anticipatory Action and early warning systems:

  • Provide technical leadership and advice on effective delivery of Anticipatory Actions for climate related shocks and integration with existing or upcoming early warning and risk financing mechanisms to mitigate the impacts of climate related shocks;
  • Support the development and implementation of Guidelines for Community Early Warning Systems to enhance community-level capacity to anticipate and respond to shocks;
  • Support training process of national, sub-national and local authorities and organizations to effectively deliver AA interventions and make the link between policy (national AA Plan) and implementation level;
  • Support the development and implementation of AA Community Action Plans, with inclusion of gender, protection, conflict and nutrition sensitive actions, for communities to anticipate and prepare for shocks

3. Internal and external coordination:

  • Coordinate with other climate risk management and AA actors.
  • Coordinate with WFP Somalia AO, CO (Programme, M&E, Comms, etc.) and with WFP Regional Bureau Nairobi to support effective collaboration, implementation, compliance and monitoring of ongoing project activities;
  • Provide ideas and inputs from AA and forecast-based financing perspective to enhance overall WFP Somalia programme and operation;
  • Undertake capacity building trainings to orient WFP field level staff and cooperating partners on climate -risk management initiatives to be mainstreamed across activities;
  • Support report writing for mid and end of project timelines, support to communications and advocacy, presentations, knowledge sharing amongst other WFP climate risk management projects

MINIMUM QUALIFICATIONS

Education:

Advanced University degree in climate change adaptation, environmental sciences, meteorology or related fields.

Experience:

• Minimum of 3 years post-graduate experience in climate change and environment related work, disaster risk reduction and management, Anticipatory Action and early warning or related areas.
• Experience and understanding of the Somalia/East Africa disaster and food security context;
• Experience of undertaking climate risk and vulnerability assessments at country and/or regional level;
• Demonstrated, progressively responsible work experience on designing and implementing interventions at national or community levels focusing on climate and disaster risk management and climate change adaptation;
• Experience in development of Anticipatory Action and early warning approaches and mechanisms.

Knowledge & Skills:

  • Experience in project management as well as writing project documents, country reports and publications;
  • Proven experience working with a wide variety of development actors including governments, international development organizations (including United Nations agencies), donors and other funding agencies, private sector entities, and/or civil society organizations including community groups, academia and the media;
  • Strong analytical, reporting and writing abilities;
  • Strong interpersonal and coordination skills, ability to work in a team and to communicate clearly and diplomatically with a wide range of stakeholders from diverse backgrounds;
  • Ability to plan and organize his/her work, efficient in meeting commitments, observing deadlines and achieving results;
  • Openness to change and ability to receive/integrate feedback;
  • Ability to work under pressure and stressful situations;
  • Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook); experience with GIS platforms is an asset.

Languages:

Working knowledge of English (proficiency/level C) and intermediate knowledge (intermediate/level B) of another UN official language (Arabic, Chinese, French, Russian and Spanish).
