Terms of Reference – MEAL Data Collectors Volunteers

1. Background

Project background

The project aims to Improve refugees’ socio-economic conditions in the Za’atari camp through enhancing their capacities and employability skills.

The project provides soft, technical and businesses skills training for income generation activities and self-employment in order to generate sustainable livelihoods opportunities in response to increased vulnerability from the socio-economic situation in Za’atari camp. Building on the results of previous interventions, the project will allow beneficiaries (in particular women), to improve their self-reliance, gain access to income generation activities and increase technical skills to better cope with the context through the provision of in-kind assistance and Incentive Based Volunteers opportunities, as well as improved linkages with markets.

2. Process and Plan of mobilization for volunteers

  • Volunteers will be responsible for data collection through digital tool
  • Volunteers will do the data collection through Face to face individual interviews and/or phone calls (if required)
  • Volunteers will use a safe, confidential, and private space to conduct interviews
  • It will require some field travel (in Mafarq)
  • Throughout the period, the volunteers will share their experience and receive feedback from Oxfam’s project team and MEAL

3. Brief volunteers will receive by Oxfam and partner

Brief required to be conducted

  • Volunteers will receive an induction of Oxfam values, Code of Conduct (COC) and volunteer’s policy
  • Volunteers will receive and full brief on the project, so they are able to communicate with beneficiaries with a proper background of the project
  • Volunteers will receive a training session on how to use the digital tool (SurveyCTO is the data collection tool)

4. Ethics

Specific or possible ethical issues

  • Data collectors’ volunteers will commit to abide by Oxfam’s ethical standards or provide evidence of equivalent institutional standard where the successful applicant is a research institute with its own established standards.
  • Volunteers policy and COC will be briefed and then signed by volunteers to ensure the proper understanding
  • Specific ethical standards apply regarding data collection on SGBV protection and potentially with survivors. In particular, ensuring confidentiality will be paramount. Informed consent will be systematically required for any interview and data maintained with all safeguarding measures appropriate.

  • Oxfam volunteers’ policy
  • Oxfam COC
  • Oxfam’s relevant documentation on SGBV protection
  • Staff of Oxfam in Jordan (Project team, MEAL, HR) and possibly other Oxfam staff recommended by the team in Jordan

  • 11 working days starting from 20 Aug 2023

8. Qualifications and desirables

  • Specialisation in social work and data collection methods
  • Case management experience is a good asset
  • Knowledge on dealing with culture diversity
  • Strong written and verbal communication abilities.
  • Good knowledge in survivor-centered approach and humanitarian standards

Essential:

  • Motivation to volunteer in the context of social work, protection, gender and women’s issues especially in Jordan
  • Commitment and understanding of the values of women’s empowerment and gender equality in general
  • Good knowledge in survivor-centered approach and humanitarian standards

Desirable:

  • Data collection knowledge is an asset

Experience:

  • Case management experience is an asset

We will be reviewing the applications on a rolling basis. The selection will be determined based on the qualifications listed in the job role and availability. Due to the urgency of this hire, applicants who meets qualifications of the role will be asked on their availability and this may determine moving on to the next steps.
