ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

The Aviation Assistant reports to the first line supervisor and head of unit. The incumbent shall be responsible for performing effective and efficient tasks in booking reservations, customer service and check-in.

KEY ACCOUNTABILITIES (not all-inclusive)

General Responsibilities:

  • Constant Coordination and communication with different units (CARGO, AOCC, Ramp/ Fuel Supervisors, Check-in, Customer Service, Finance, Security and Safety) to ensure smooth communication and collaboration.
  • Provide on time response and information in an effective and efficient manner to passengers and to the organization’s focal points.
  • Reporting the safety and security issues smoothly to the relevant colleagues or Head of Unit, CATO, DCATO and ATO.
  • As alternate, the incumbent should be able to perform Flight Monitor tasks.
  • Carry out any other duties directed by supervisor (Relevent Supervisor, CATO and DCATO).

Booking:

  • Prepare, process, finalize and submit passengers manifest to the relevant unit/staff.
  • Receive, accept and confirm passengers request as per the seat availability and based on the completed UNHAS request form.
  • Responsible to issue passenger tickets on time.
  • Receive, manage, and report all domestic and international flights booking/cancellation and changes as per UNHAS booking procedures.
  • Prepare and manage the introduction letters of the agencies accordingly.

Customer Service & Coordination:

  • Provide briefing and training to the agency’s focal po:ints for the booking policy and procedures and online booking system.
  • Maintain proper record/file for the customer complaints, cancellation, refunds and other necessary documents (AURS)
  • Update the list of authorized focal points and signatories whenever required, sharing with concerned colleagues, and keeping the files up to date.

Check- in:

  • Handling and processing passenger’s check-in and their baggage
  • Convey and deliver documents between the aircraft and appropriate terminal authorities where applicable.
  • Update the passengers by timely manner regarding flight information and responding to their inquiries when needed.
  • Perform as flight monitor on UNHAS flights into security compromised locations where aviation security is limited or not existing in order to conduct screening of passengers, luggage, and cargo.
  • Provide assistance and guidance to passengers and flight crew on all flights originating from the field stations where UNHAS has no office and personnel.

Safety & Security:

  • Collect information and update Safety and Security assessment Dashboards and Annex G for all UNHAS locations within Afghanistan.
  • Send and receive the Security information checklist (SIC) forms to/from UNDSS to all locations where UNHAS flies within Afghanistan and monitor any changes to inform all relevant parties.
  • Assist and coordinate UNHAS training for focal points and act as a point of contact.
  • Assist safety and AOCC by preparing and recording forms for Kabul airside driving passes for UNHAS drivers and Air Operators. Along with Foreign Object Debris (FOD) management programs in the regional Airports monthly.
  • Assist Safety by monitoring and inspecting all the Fire extinguishers in Kabul and deep field locations monthly.
  • The incumbent will responsible to maintain documents, equipment and to perform all the functions to mitigate and carry out other measures assign to him/her by the medical staff during any unforeseen pendamic conditions.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • High school diploma or equivalent. Bachelors degree is desirable.

Experience:

  • A minimum of five (5) years of progressively responsible experience in the field of administrative/clerical services, aviation, logistics, accounting, Booking and Customer Services, human resources, or any other related fields. Experience in the United Nations system or other international organization is an advantage.

Key Knowledge and Skills:

  • Good computer skills with extensive experience in database programme, in word processing, spreadsheets, and other software application. Must have demonstrated excellent interpersonal, communications, organizational and service-oriented skills.

Language:

  • Working knowledge in written and oral English is required. Fluency in Dari or Pashtu is required
