Job Holder Reports To Health Project Manager or his/her designee

Reporting to Job Holder Health project staff (Health officers)

Overall Purpose
The Health Programme focuses on health financing interventions (e.g. cash for health).
The Senior Health Officer would be expected to:

  • Coordinate, facilitate, implement, monitor and supervise the health activities, community-based promotion, mobilization and referral activities related to the Health Programme and in line with the programme objectives and logframe
  • Provide practical and technical guidance to the community health outreach teams in the project area
  • Encourage beneficiary participation
  • Liase and coordinate with other stakeholders
  • Input to the development of new health projects and reports

Project Overview
Medair is implementing emergency response and recovery projects to address health needs for communities affected by the Syrian crisis and other conflicts in the Middle East and surrounding region. The projects are being implemented in a complex context in rural and urban (non-camp) settings. Great focus required on capacity building of local staff and coordination with the UN, NGO system, and CBOs to assess and respond to needs in a complex and quickly evolving context.

  2. Working closely with partner organisations in join implementation
  3. Capacity building the Ministry of Health and Community Based Organizations.

Major Duties and Responsibilities
Project implementation

  • Assist in the implementation of the health project activities in Jordan.
  • Responsible for the selection and training of Community Health Volunteers (CHV) in close consultation with the Health Project Manager and Health Manager. Provide support and supervision to the Health Officers and CHVs.
  • Responsible for implementation for health financing interventions like cash for health including distributions.
  • Responsible for community sensitisation and mobilisation regarding reproductive health, NCDs, PSS, SGBV, hygiene and nutrition education in close consultation with the Health Project Manager and Health Manager.
  • Adhere to and maintain timely monthly reporting practices and ensure that monthly report on health activities is prepared and input is given.
  • Ensure close collaboration with coordinators from other NGOs and working groups where necessary.

Community preparation / liaison

  • Establish relationship of respect and trust with communities, health facilities, CBOs and other agencies.
  • Liaise and coordinate with other agencies, partners and MoH on referrals that are made through the health programme.
  • Promote the programme within communities, with a focus on integrating community leaders and decision makers
  • Coordinate and liaise with existing community based organizations in project areas

Training

  • Assist the Health Project Manager and Health Manager in developing a plan for training and refresher training of CHVs, CBO, MOH, and hospital staff.
  • Set up and conduct trainings and refresher trainings on various topics including Reproductive Health, Mother and child health, Infant and Young Child Feeding practices, anemia prevention, NCDs, PSS, SGBV, behavior change communication, referrals and ODK/data collection using tablets.

Supervision and Line Management

  • Management, training, supervision and capacity building of health officers and CHVs, CBOs in addition to liaising with team members inside and outside the project
  • Line-manage health staff of the assigned projects, including day-to-day management, development and training, appraisals, etc.
  • Provide coaching and technical supervision to staff in order to develop ownership and full responsibility for health activities
  • Assess the training needs of health staff and ensure that appropriate training is conducted.
  • Attend regular staff meetings and contribute to discussions regarding the programme
  • Ensure that appropriate health, and nutrition education is delivered to the beneficiaries in a respectful manner
  • Keep records of supervision and actions taken from own activities and activities of the CHVs
  • Establish and support a functioning referral system to relevant health services
  • Write weekly and monthly reports on community outreach and health activities according to Medair standards
  • Build relationships with authorities, communities, CHVs, health facilities, CBOs and support negotiation and problem solving when needed

Data collection and management

  • Develop and adapt appropriate ODK forms for data collection in collaboration with the Health Project Manager/ Health Manager
  • Train health officers and CHVs on using ODK on tablets
  • Update health data base for all project services in coordination with the MEAL department.

Other Responsibilities

  • Provide input in future planning and preparation process, proposals and report writing
  • Attend and participate in coordination meetings related to health, and other meetings as required on Medair’s behalf and as delegated by the Health Project Manager. Representing Medair and feeding back to the Health Project Manager/Health Manager
  • Ensure that gender and protection mainstreamed in the programme
  • Coordinate the referral mechanism internally with Medair staff and externally with UNHCR and other agencies as required by the projects.
  • Provide inputs that will help in preparing proposal in close coordination with Medair management team to include project activities, budgets, staffing, log frame and work plan
  • Help in the coordination with all stakeholders including donor, government partners, CBOs, other NGOs and beneficiaries on the implementation plan of the program, in addition to communicating with other NGOs that are able to fulfill beneficiary needs that are not within the program design.

Person Specification
Qualification / Experience

Vocational qualification

  • Clinical degree (nurse, midwife, pharmacist, doctor, or other health related)
  • Desirable: Master’s Degree in Public Health or community health

Work experience

  • 2 years post-qualification nursing / medical professional experience Experience in planning and facilitating health activities incl. community health, public health and reproductive health)
  • 4-years experience with NGO, Community based interventions, previous work with refugees
  • Desirable: previous experience for 2 years in cash for health or community health.

Languages

  • Fluency in spoken and written English; rabic native speaker

IT

  • Good working skills with Word, Excel and Outlook
  • Experience with mobile data collection tools, such as Open Data Kit

Work conditions
This is a position is based in Amman. However, the position requires frequent travels to field locations in different Governorates of Northern Jordan. The Community Healt programme focuses on rural areas with refugee population as well as host communities

Duration of commitment:

until end of December 2023 with possible extension based on fund
