ORGANIZATIONAL CONTEXT
In 2022, WFP began implementing its new Country Strategic Plan (CSP) for 2022-2026. The CSP reinforces the commitment of WFP to provide food assistance in emergencies, strengthen the capacities of government counterparts and strengthen the resilience of vulnerable communities.
WFP Bangladesh is committed to supporting the Government to reach its Sustainable development goals though capacity strengthening, building resilient communities, food security and nutrition interventions, emergency response and supporting school meals. The job holder should have the specialized knowledge and experience required to analyze and advise on complex partnerships activities. They identify and pursue strategic opportunities with a host of public, private sector and external entities. These can include governments, UN agencies, intergovernmental institutions and their member states, international financial institutions, individuals, corporations, foundations and NGOs. WFP has been supporting 1.5 million people in Cox’s Bazar, Bangladesh: 900,000 Rohingya refugees and 600,000 Bangladeshi communities.
The use of geospatial data and Geographic Information Systems (GIS) has become an integral part of WFP’s work in terms of vulnerability analysis, preparedness, and operational planning. Moreover, the existing Remote sensing and GIS capacity within the organization has been further developed to include new, innovative tools and methodologies, prominently satellite and drone image analysis in support of emergency operations. WFP’s operational decision-making, reporting, and advocacy activities increasingly refer to this visual information.
To support WFP with the advancement of technology and targeting tools in programme design, evidence generation, monitoring and emergency responses. Vulnerability analysis and mapping, early warning and emergency needs assessment are used to establish a basis for food assistance and set initial targeting parameters. The primary purpose of this position is to support WFP with high-level analytical results in these areas.
JOB PURPOSE
The position is required for the purpose of planning, coordinating, and overseeing monitoring functions for tracking efficiency and effectiveness of the CSP programme implementation and to manage grievance support for programme activities in the CO. The position will support process and output monitoring to regularly determine programme efficiency and support programmatic decisions. This is based on the regular collection of programme implementation data and related reports on the implementation progress and programming efficiency.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the VAM officer, the incumbent is responsible in creating and maintaining the geospatial databases for the RAM/VAM Evidence hub. This is a critical role with a combination of GIS and Remote Sensing expertise, Drone image analysis and programming knowledge in the context of country background/socio-economic perspective in different pockets of the country. The incumbent must have high interpersonal skills to meet the challenges in collaboration and coordination with Government partners, donors, other UN agencies, and research organizations.
This TOR is specific to the RAM strategic pillars. In times of need and changes in the plan, this TOR might be aligned with the ongoing demand and serve as required by the VAM team.
- Contribute towards the development of a limited number of projects under RAM, plans and Processes, ensuring alignment with wider programme policies and guidance.
- Provide project management support to GIS/Mapping, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
- Follow specific data gathering, monitoring, and analysing systems for RAM ensuring that rigorous quality standards are maintained.
- Research and analyse policy and operational issues to support senior colleagues of RAM unit in the development of policies, programmes and activities.
- Contribute to the preparation of accurate and timely reporting on programmes and activities (such as; to prepare targeting maps to support the government in feasibility studies, programme designs, and programme interventions with the collaboration of in-house programme teams), that enable informed decision making and consistency of information presented to stakeholders.
- Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects and emergencies.
- Support the identification, development and management of potential partnerships to collaborative working leading to easy exchange of Data and Information.
- Support the capacity building of WFP staff, national and international development partners and national government to prepare for and respond to food assistance needs.
- Provide guidance to support staff, acting as a point of referral and assisting with analysis and report generation mechanism of RAM/VAM publication. Support with the review of HQ/RBB’s regular seasonal monitoring publication and ensure the Bangladesh portfolio.

OTHER SPECIFIC JOB REQUIREMENTS
- Ensure that WFP Bangladesh works with the most up-to-date geospatial and non-geospatial data relevant to programmatic themes and targeting and that the database is appropriately stored and regularly backed up.
- Ensure Satellite data availability to lead and support time series analysis to create data on land use and land cover, crop suitability, NDVI, climate change, DEM, UHI, LST, and disaster risk analysis to support geographic targeting to anticipatory action and emergency responses.
- Contribute in identify, acquire, and enrich the database with WFP and other Humanitarian Communities to establish priority data collection/processing activities based on emerging information requirements and update accordingly.
- Composition of thematic maps ensuring accurate linkages between spatial databases and different VAM assessments that meet the requirements of WFP and the broader community, including donors, UN Agencies, and Government agencies.
- Propose interactive map options using programming languages in ArcGIS or ArcGIS server and with other programming languages.
- Support WFP with Drone operation (UAV Survey data collection) and image analysis in emergencies for effective targeting exercises to support decision-making processes.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Environmental Sciences, Geography, Statistics, Engineering or in other relevant field of GIS and Remote Sensing.
Experience: At least five years of experience in GIS and remote sensing field with 3 years of professional experience in the related field.
Knowledge & Skills: Proven ability to effectively use word processing, spreadsheets, data analysis, data visualization software and other standard office technology equipment including ArcGIS, SPSS, STATA or R. Thorough knowledge of standard monitoring and evaluation system particularly in UN. Good knowledge of information management principles. General knowledge of UN system administrative policies, rules, regulations and procedures in the area of administration.
Languages: Fluency in both oral and written communication in English.
