Assistant Country Director – Programs

CARE International in Jordan has a vacancy for the post ofAssistant Country Director – Programs “:

The Assistant Country Director – Programs (ACD-P) position provides strategic leadership, programmatic direction, and technical design to ensure implementation of relevant, impactful, innovative and adaptive development and humanitarian portfolio. S/he will mainstream CARE's values and ensure adherence compliance with internal/external regulations in close collaboration with the operations, finance and internal control teams. S/he will contribute to the development and implementation of the overall Country Program Strategy to transition away from a humanitarian-focused portfolio with direct implementation to early recovery/development alternatives through local partners. S/he provides support, supervision, mentoring and capacity building to program staff and implementation support staff (Project Management Unit).
S/he may serve as acting Country Director when necessary. S/he reports to the Country Director.

JOB RESPONSIBILITY 1: Program Management and Implementation 30%

– Ensure effective implementation of all implementation programming while maximizing efficient deployment of financial and human resources.
– Ensure integration of activities across CARE Jordan sectors for more holistic approach to services including the development of participatory plans.
– Develop, rollout and oversee the program management functions with reports to ensure strong performance management; staff coaching and development

JOB RESPONSIBILITY 2: Business Development 30%

– Contribute to and lead Business Development processes from needs and capacity assesments to concept note and proposal development in collaboration colleaugues in programme and support
– Continue and lead stakeholder analyses and donor mappings to effectively position CARE for future funding in line with strategic plans

JOB RESPONSIBILITY 3: Technical Quality, Program Development, Strategy & Vision 20%

– Lead the ongoing evolution of the programme strategy and its implementation including annual work plans, partnership strategies to ensure that CARE is working with the most vulnerable groups to benefit from CARE and Partners' interventions
– Work with collagues in the region and across the global CARE Confederation to utilize technical teams' support and experience to ensure new programming is both innovative and scalable to maximise impact

JOB RESPONSIBILITY 4: Representation, Coordination and Partnerships 15%

– Build new and strengthen existing partnerships with the stakeholders, including I/NGOs, women-led organizations, and knowledge institutions.
– Engage with and represent CARE in the relevant local and regional fora and coordination working groups.
– Ensure ongoing relations with all Government Ministries, Departments, and offices through regular visits, and keeping them informed of CARE's programs activties and interventions.

JOB RESPONSIBILITY 5: OTHER RESPONSIBILITIES AS ASSIGNED 5%

Qualifications/Education/Training :

Required: – Advanced degree in peace/conflict studies, international relations, development studies, economics, social science, business administration, or public administration and relevant experience relevant to the job.

– In depth knowledge of protracted displacement and development programs and approaches
– Proven success of buiding new programming through effective assessment and design
– Project and/or Program Management Certifications are highly desirable.

Desired : Knowledge of nexus and programming that has built a portfolio in an early recovery/development context is highly desirable.

Experience/Technical Skills:

Required : – Minimum of 10 years early recovery or development experience
– High-level of all aspects of managerial experience, including managing multi-million-dollar projects and budgets.
– Experience in complex decision making and leading multi-disciplinary, multi-national team under difficult circumstances
– The highest level of expertise in representation and negotiation with governments and donors, and proven track record working collaboratively with civil society, communities, and local NGO partners.
– Project management skills, including design, implementation, budget and reporting, and related tools and software

Desired: – Experience working within the complex early recovery/development response situation in Middle East, and knowledge of the Arabic Language
– Previous experience of working with gender-focused pogramming; financial inclusion and livelihoods for youth and climate adaptation
