Shelter Project Manager NRC Jordan – Azraq & Zaatari Camps “Nationals Only”
NRC Jordan, in partnership with UNHCR, is the lead actor in the provision of Shelter and Basic Needs services to Syrian refugees residing in Zaatari and Azraq camps, which host over 135,000 Syrian refugees.
More specifically, the Shelter Program consists of the provision of shelter and infrastructure maintenance and improvement, with the aim of empowering communities to be committed to own the process of enhancing the sustainability, safety, and security of the physical and social infrastructures of the two refugee camps.
NRC’s Basic Needs intervention supports essential operational camp services, including management of the reception areas and joint WFP/UNHCR help desks, provision of basic needs assistance to new arrivals, and running the centralized distribution centers.
The Shelter Project Manager will be responsible for the oversight and implementation of the NRC shelter portfolio at Zaatari and Azraq camps, by planning and managing several shelter units, ensuring the workflow is adequate, meeting deadlines and targets and developing with the team proper planning of activities for her/his teams.
RESPONSIBILITIES
Generic responsibilities
- Line management for project staff ensuring capacity building and the transfer of key skills.
- Adherence to NRC policies, guidance and procedures
- Contribute to the development of Country, Area and Shelter strategies, initiate and participate in the development of relevant Shelter projects.
- Coordinate and manage Shelter project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
- Implement technical direction and ensure high technical quality of projects.
- Directly responsible for the planning, implementation and monitoring of assigned activities in line with Shelter strategy and country standards.
- Ensure strong coordination and collaboration with all relevant local authorities and shelter stakeholders at the field level, partners as well as camp management.
- Provide regular progress reports to the Area Manager and the Shelter Specialist.
- Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
- Ensure project progress is documented, integrating sound M&E procedures in all aspects of the shelter project.
- Develop and manage project budget, monitor expenditures and coordinate across CCs
- Promote the rights of IDPs/returnees in line with the NRC advocacy strategy.
Specific responsibilities
- Manage and coordinate all NRC Shelter and Basic Need activities in Azraq and Zaatari Camps, and strive for innovative and beneficiary centric programming.
- Closely coordinate project interventions with relevant partners in Azraq and Zaatari Camp, in particular relevant UNHCR and WFP units to ensure a strong and positive working relationship. In addition, participate in relevant camp coordination forums.
- Act as primary focal point for NRC at camp level for non – core competency specific coordination including donor visits; coordination with camp management and emergency response in coordination with NRC’s Health Safety and Security staff and relevant support departments.
- Ensure active coordination of teams across Azraq and Zaatari camps to ensure a harmonized and coordinated implementation of joint projects, recognizing differences in each camp context.
- Responsible for the monthly UNHCR and WFP reporting and provision of input to NRC’s Shelter Specialist for all other donor reporting requirements.
- Responsible for all grant management documents and Program Review Meeting documents for shelter camp.
- Overall responsible to promote a positive and dynamic work environment for shelter staff through strong performance management, active capacity building and the promotion of a respectful work environment.
Critical Interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
- Area Support Manager and direct reports: Logistics Coordinator, Finance Coordinator, HR Coordinator
- Heads of Support Functions in Country Office: Logistics, Finance, HR, ICT, Risk and Compliance
- Core Competency Specialists in Country Office
- Head of Programs
- Program Support Unit including Grants Management function
Scale and scope of position
Staff: 80 +
Stakeholders: UNHCR, WFP, UNICEF, NGOs, SRAD Budgets: 5 million JOD + (UNHCR, WFP, GIZ)

Legal or Compliance: Donor rules and regulations, Camp SOPs, Terms of Employment.
QUALIFICATIONS

- Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context.
- Technical Shelter expertise with experience from working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Fluency in English, both written and verbal.
- Valid driver’s license.
Context/specific skills, knowledge and expereince:
- Experience leading on all elements of project and budget management mandatory
- Experience managing large teams mandatory
- Fluency in spoken and written Arabic mandatory
- Strong coordination and diplomatic skills
- Engineering degree a value-added
- Previous experience in a camp setting value-added.

Grade: Grade 8
Reports to : Area Manager for Camps
Duty station: Azraq & Zaatari Camps
Travel: 10% (consisting of travel to Amman)
Duration and type of contract: Fixed term till December 31, 2023 (renewable based on need, funding and performance)
Salary: Based Upon NRC salary Scale.
