Senior Humanitarian Program Officer

Job Role: Senior Humanitarian Program Officer.

Job Location: Amman, Jordan

Restricted application: Open to U.S. citizens only.

Place of Performance: Amman, Jordan (Initial training program in Washington, D.C. for three months)

Period of Performance: Five (5) years, tentatively 145-day estimated start date from closing

The selected candidate will be responsible for providing humanitarian assistance and coordination in the Middle East region, with a primary focus on Syria.

Job Description:

The Senior Humanitarian Program Officer will be part of the Office of Middle East, North Africa, and Europe (MENAE), which assesses, designs, and provides humanitarian assistance in response to man-made and natural disasters in the region.

The Senior Humanitarian Program Officer will be responsible for overseeing and monitoring BHA-funded programs, liaising with international organizations (IOs) and non-governmental organizations (NGOs), conducting program assessments, and making strategic recommendations.

Responsibilities:

  • Develop a baseline understanding of the humanitarian context in Syria and monitor changes impacting humanitarian efforts.
  • Maintain knowledge of USG foreign policy priorities, USAID's humanitarian and development strategies, and key humanitarian stakeholders in Syria.
  • Provide regular reporting on humanitarian situations, site visits, meetings, and other relevant events.
  • Manage and monitor BHA's humanitarian portfolio in Syria, ensuring compliance with guidelines and regulations.
  • Participate in the development of program strategies for emergency response, resilience, and disaster risk reduction activities.
  • Guide implementing partners in developing applications based on BHA's Emergency Application Guidelines.
  • Travel to assess, evaluate, and monitor humanitarian conditions in Syria, providing strategic recommendations for interventions.
  • Represent USAID and BHA in liaising with relevant leadership, including U.N. agencies, IOs, NGOs, host governments, and other donors.
  • Support the Syria Team Lead and work closely with the programs team in the day-to-day management of humanitarian activities.
  • Serve as a peer mentor to team members on grants and portfolio management, providing guidance on regulations and policies.
  • Become certified and serve as an Agreement Officer’s Representative/Contracting Officer’s Representative (AOR/COR) when assigned.

Minimum Qualifications:

  • Bachelor’s degree plus a minimum of seven (7) years of experience in international relations, economics, emergency relief, or disaster preparedness programming, including at least two (2) years of overseas field experience.
  • OR Master’s degree plus a minimum of five (5) years of experience in international relations, economics, emergency relief, or disaster preparedness programming, including at least two (2) years of overseas field experience.
  • The Senior Humanitarian Program Officer will play a critical role in coordinating and implementing humanitarian programs in the Middle East region. The position requires strong leadership, analytical, and interpersonal skills, as well as the ability to work effectively in a dynamic and challenging environment.
