ORGANIZATIONAL CONTEXT

The position is based in Rome, Italy and reports to the Director of Ethics.

THE ROLE

The primary purpose of the job is to provide authoritative expertise and substantive advice to contribute to the Ethics office’s role to assist the Executive Director in nurturing a culture of ethics and accountability which enables employees to observe and perform their functions with the highest standards of integrity as required by the UN International Standards of Conduct and WFP Code of Conduct.
This requires constant and continuous proactive, preventative and support measures targeting WFP’s leadership, management, all employees and other vested stakeholders framed by the Strategy and objectives that promote and ensure ethical behavior, compliance, and integrity within WFP's operations worldwide.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Ethical Behavior and Compliance: Lead the development and implementation of a comprehensive ethics behavior and compliance program to ensure adherence to WFP's Code of Conduct and related policies across all organizational levels and geographical locations. Guide the preparation of reports on results, including recommendations for improvements.
  • Policy Development: Lead the development and enhancement of WFP's ethics policies, procedures, and guidelines, aligning them with evolving international best practices and industry standards.
  • Training and Awareness: Lead the design and delivery of training programs and awareness campaigns to educate and build skills of staff and stakeholders about ethical issues, foster a culture of integrity, and provide guidance on ethical decision-making.
  • Advisory Services: Provide expert guidance and advice on ethics-related matters to senior management, staff members, and partners, ensuring compliance with ethical standards and addressing ethical concerns or dilemmas including conflicts of interest.
  • Retaliation Review and Reporting: Lead or support prime facie reviews of retaliation allegations, ensuring a fair and objective process and timely resolution.
  • Ethical Risk Assessment and Mitigation: Oversee periodic ethics risk assessments to identify potential vulnerabilities and proactively develop strategies and measures to prevent and mitigate ethical risks.
  • People management: Effectively manage teams and ensure appropriate development and enable high performance.
  • Stakeholder Engagement: Proactively engage with internal and external stakeholders, including other UN agencies, NGOs, and donors, to promote ethical practices, exchange knowledge and best practices, and enhance partnerships in the field of ethics and compliance.
  • Monitoring and Evaluation: Establish mechanisms to monitor and evaluate the effectiveness of the ethics program and team, identify areas for improvement, and recommend appropriate measures to enhance ethical performance.
  • Ethical Reporting and Metrics: Develop and maintain systems for tracking and reporting key ethics performance metrics, ensuring accurate and timely reporting to senior management, oversight bodies, and external stakeholders.
  • Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
  • Perform other duties as required.

QUALIFICATIONS & KEY REQUIREMENTS

Education:

  • Advanced university degree (Master's or equivalent) in Ethics, Law, Business Administration, or a related field. A combination of relevant academic qualifications and extensive professional experience may be accepted in lieu of an advanced degree.

Experience:

  • A minimum of 11 years of progressively responsible experience in ethics, compliance, risk management, or related fields, preferably within an international organization or humanitarian context.
  • In-depth knowledge and understanding of international ethical principles, standards, and frameworks relevant to the United Nations and the specific field of work, such as the UN Code of Conduct, the UN
  • Standards of Conduct for the International Civil Service, and relevant UN resolutions and policies.
  • Familiarity with compliance and regulatory frameworks, including anti-corruption, fraud prevention, transparency, and accountability mechanisms. Knowledge of relevant UN policies, procedures, and guidelines related to ethics and integrity.
  • Proven experience in designing, implementing, and managing ethics programs, policies, and procedures within large and complex organizations. Ability to develop and promote a culture of ethics and integrity, including ethics training, awareness campaigns, and communication strategies.
  • Knowledge of risk management methodologies and ability to conduct ethics risk assessments to identify potential vulnerabilities and develop strategies to mitigate ethical risks. Familiarity with risk mitigation measures and controls.
  • Understanding of relevant international legal frameworks, conventions, and treaties related to corruption, bribery, fraud, and other ethical issues. Familiarity with legal obligations and responsibilities of the UN and its personnel.
  • Proficiency in ethical reporting, data analysis, and metrics tracking. Ability to develop and maintain systems for monitoring and reporting on key ethics indicators and performance metrics.

Language:

  • Fluency (level C) in English language is required. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP's working language, Portuguese.

  • Ability to handle conflicts of interest, allegations of retaliation and ethical violations with fairness, objectivity, and confidentiality.
  • Excellent written and verbal communication skills to prepare clear and concise reports, guidelines, and training materials. Ability to deliver training programs, workshops, and presentations on ethical issues and compliance-related topics to diverse audiences.
  • Cultural awareness and sensitivity to motivate and work effectively in a multicultural and diverse environment and team. Ability to navigate complex political and organizational dynamics, demonstrate diplomacy, and build trust.
  • High ethical standards, integrity, and commitment to upholding and promoting ethical behavior and values within the organization. Ability to lead by example and inspire others to embrace ethical practices.

TERMS AND CONDITIONS

This is an International Professional position and is open to all nationalities.

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.

WFP offers an attractive compensation and benefits package in line with ICSC standards including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
