THE ORGANIZATION:

OBJECTIVE OF THE POSITION:

Mission: Under the supervision of the Rehabilitation PM, accompany local rehabilitation service providers in strengthening adapted and quality rehabilitation practices.

Location: HI partners areas in Amman, Irbid, Mafraq and Zarqa governorates.

Reports to: Rehabilitation PM

Supervises: N/A

Responsibility 1: Capacity building of local rehabilitation service provider and health staff to improve service delivery mechanisms

Aim: Ensure capacity building plan are established and run on a timely manner

Benchmarks: Capacity assessment implemented and report produced, capacity building plan produced for each service provider, information and training packages for health staff produced and rolled out in time, implementation monitored, ability to identify and develop capacity building plan with national technical resources.

Activities:

Partner capacity building :

  • Facilitate the communication with service providers, through being the focal point within the service provider facility.
  • In close collaboration with the Rehabilitation PM, ensure the implementation of partner technical assessments, SWOT analysis to develop the capacity building plan
  • Ensure the identification of partners technical needs to provide quality comprehensive rehabilitation services including user-centered and MDT approach.
  • Support the implementation of user- centered approach by providing training to the rehab team of the partner on caregivers’ interevention and home program with mentoring of its implementation.
  • Train local service providers in using the self assessment tools and accompany their implementation and the analysis of the data collected,
  • Support local service providers to define adapted capacity building plan and monitor implementation including analysis of professional practices improvement.
  • Lead the capacity building process, by providing continuous coaching to the therapists, by developing training materials and by facilitating case studies sessions on the management of various impairments
  • Support the various initiatives towards change, in collaboration with the rehabilitation teams of the centers. This includes the continued improvement of technical tools and progressive adoption by the different centers.
  • The Reahb Offciers are in the process of developing educational leaflets targeting caregivers to complement information sessions and to increase families understanding the beneficiary’s situation and possibilities of progress and contribute to the progress with adapted home-programs.
  • Identify technical resources required for the implementation of the plan and support their mobilization and contractualization in close coordination with the Rehab PM.
  • Develop training plan , training materials and deliver training in the areas of expertise and organize all capacity bulding sessions planned under the project,
  • Provide guidance to partners teams in the identification of person with disability and person with injury, needs for assistive devices and home adaptations.
  • Set up coaching and mentoring mechanism and accompany its enforcement
  • Organise regular complex cases meetings and evidence based practices meetings with the service providers
  • Produce training and coaching reports and coordinate feedbacks with the service providers for srenghtening continuous staff development
  • Develop family information/education tool and support local service providers in developing and enforcing care givers rehabilitation trainings.
  • Follow-up and monitor the activities /services provided by the service providers in line with the identified services criteria.
  • Train service providers on quaity criteria and impact assessment tool, monitor data collection and management and support data analysis.
  • Support the development of tools and methodologies and the definition of manuals for their use by the service providers.
  • Monitor the use of tools and methodologies and support involved stakeholders for their implementation.

Responsibility2: support the referral process and improve the quality of referral services

CBR Technical support:

  • Assess the level of understanding of rehabilitation among health staff and CBR team, develop and enforce information and training package to support referrals,
  • Ensure efficient referrals to the rehabilitation centers, based on close follow-up and prioritization of needs by providing training to the CBR support with regular technical FU and support upon on project needs.
  • Contribute to the definition and monitor of effective referral process between health center, CBR teams and rehabilitation service providers,
  • Support PHCs to identify people who are in need for rehabilitation services, and the link PHCs with rehabilitation services available.

Responsibility 3: Support the implementation of project activities.

Aim: Ensure that the project intervention contributes to positive outcomes for the beneficiaries

Tasks:

  • Provide ad-hoc support, coaching and follow up to the project’s partners, actors and stakeholders during the implementation of the following activities:
  • oEnsure the suppliers use appropriate technical assessment tools and follows on prescription made with attention paid to best value for money whilst addressing the assessed needs of the beneficiary.
  • oContribute to adjusting and developing the training and service monitoring and evaluation tools to ensure the quality delivery of P&O services.
  • oIdentify training needs of P&O staffs of local service provider.
  • oIdentify technical resources for the implementation of the capacity building plan and support their mobilization and contractualization in close coordination with the Rehabilitation Project Manager.
  • oEnsure provision of services according to caseload priority needs.
  • oEnsure all necessary coordination and communication between all the departments (technical, operational, services supports) involved in the P&O activity at field level.
  • Directly carry out the following activities:
  • oProvide direct Rehabilitation intervention for the person with s diability at home based intervention and center based intervention as needed.
  • oProvide technical follow up of various types of P&O devices, with particular emphasis on the use of appropriate technology.
  • oAscertain the devices delivered are if good alignments (Static & Dynamic) for functionality and of good quality.
  • oEducate the client & caregiver on the use, care and maintenance of P&O devices.
  • oWork closely with the rehabilitation doctor and other rehab staff to identify P&O needs.
  • oDevelop a list of beneficiaries to be attended to, in each clinic, and ensure that the beneficiaries are well informed on the date, location, time of appointment etc.
  • oParticipate in gait training after P&O delivery in collaboration with the physiotherapists.

Responsibility 4: Reporting, monitoring, evaluation.

Aim: Contribute to project monitoring, lessons learning and reporting

Benchmarks: contribution to planning and reporting delivered in due time, number of case studies/success stories produced, active contribution during lessons learning, information delivered in due time and quality of the analysis provided.

  • Provide monthly reporting on activities to the line manager.
  • Contribute to the monthly information sheet (MIS) by providing relevant data related to the position.
  • Contribute to the development of data collection tools for documenting indicators, collect data in relation with core tasks and measure the progress made.
  • Contribute to the production of donor reports upon request from the Reahb PM.
  • Participate in the analysis and reporting of issues faced by the vulnerable population with a rehab perspective.
  • Participate in lessons learnedd analysis for adjusting methodologies with support of Rehab PM;
  • Identify and document the good practices (related to technical service provision) under the project with support of Rehab PM.
  • Participate to the production and dissemination of lessons learning exercises and/or good practice documents with the support of Rehab PM.
  • Identification of case studies and success stories to illustrate changes induced by the project and for communication use.

Others:

THE SUCCESSFUL CANDIDATE will have:

  • Advanced degree in P&O
  • Minimum 5 years’ experience in disability/ rehabilitation field, emergency or/ and development context
  • Minimum 4 years’ experience in clinical practice
  • Skills in developing training and providing coaching for capacity building
  • Ability to develop information material
  • Analytical skills
  • Ability to work with partners, civil society organizations or public authorities
  • Skills in users centered approach and center based rehabilitation
  • Knowledge of referrals mechanisms
  • Ability to respect deadline and work under pressure
  • Very positive personality, with strong orientation towards solutions
  • Adaptability, flexibility
  • Autonomy in work
  • Experience with HI and/or knowledge of its fields of action and approaches is considered an asset
  • Experience in the context of the Syrian crisis is a plus
  • Experience in coaching/mentoring
  • Experience in clinical management/quality
  • Experience in working with vulnerable groups
  • Knowledge of equity funds and national social protection mechanisms
  • Fluent in English

Initial contract will be for a period of 12 months (Renewable) and the position is based in Amman

Basic salary range for the position: 1,192 JOD (salary commensurate with experience and according to internal salary grid).
