ORGANIZATIONAL CONTEXT
The position will be based at Tripoli Country Office and reporting to Head of Research Assessments & Monitoring. At this level job holder is expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holder is able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. perform the duties with transparency and integrity, and in adherence to the humanitarian standards for information management as provided by the Active Learning Network for Accountability and Performance (ALNAP), the Inter-Agency Standing Committee (IASC), Data Protection and Privacy Guidelines and the ETCs Monitoring and Evaluation Framework.
JOB PURPOSE
To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
- Manage, coordinate planning and implementation of the beneficiaries Community Feedback Mechanism, by monitoring and reporting issues, complaints and complements from beneficiaries and communities where WFP is providing assistance, ensuring optimum utilization of resources.
- Prepare Progress reports on weekly basis indicating clearly number of complaints and compliments received, resolved and unresolved, from beneficiaries by activity.
- Support in the design of key performance indicators (KPI) for operators (eg time to resolve issue, time per interaction, optimization rate, number of interactions handled per day);
- Compile and disseminate monthly issue based analytical monitoring reports based on quantitative and qualitative analysis of information collected through the CFM, monitoring tracking tools, CP reports, monitoring visits, etc, to inform Programme and Management decision making;
- Follow up with the Head of RAM Unit and responsible programme managers on monitoring findings to ensure that bottlenecks and issues are immediately followed up and resolved.
- Ensure quality assurance standard operating procedures, including monitoring call handling performance and data entry against indicators, designing performance improvement/capacity building training programmes, and conduct user satisfaction surveys.
- Contribute to the design, management and implementation of the monitoring toolkit (CFM checklist, process monitoring checklists, project baselines, distribution & post distribution monitoring and output reporting, SoPs);
- Provide guidance and participate in the preparation of training modules in monitoring and periodic training of WFP Field Monitors, CP staff, third party monitoring staff and their supervisors;
- Support the RAM unit by verifying the planned movements and distribution of food or non-food items, reporting issues or discrepancies to the supervisor for timely resolution of problems and ensure that the quantity distributed and the quality of the operation is in line with WFP Standards.
- Undertake periodic visits to the Sub-Offices/Field Offices to ensure that monitoring guidelines are being implemented, provide any required on-site technical support and prepare field mission reports to document programme implementation
- Support the implementation of comprehensive biweekly and monthly markets monitoring data collection
- Support the regular markets monitoring and biweekly and monthly price data collection activities with partners and TPMs
- Technically support partners to collect accurate and adequate representative markets monitoring data that can be used for decision making
- Follow set emergency response processes and procedures for emergency food assistance
- Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS
Education:
Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Experience:
A minimum of six (6) years of progressively responsible experience in programmatic administrative, programming and reporting, including quality assurance, mMonitoring & evaluation, or related areas is required.
Knowledge & Skills:
- Functional use of Microsoft Word, Excel, Outlook and PowerPoint are required.
- Strong written and oral communication skills are required.
- Skills to facilitate meetings with partners, including governmental partners, UN partners, civil society organisations and private sector partners, are required.
- Knowledge of UN processes and systems is desirable.
Language:
Fluency in both oral and written communication in English and Arabic.
