NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.
The purpose of the ICLA IM Officer is to provide overall and technical support to NRC staff in developing and following up on ICLA information management systems to support the ICLA activities related to NRC response and projects in Northwest Syria, based in Amman / Jordan.
Generic responsibilities
1. Ensure adherence with NRC policies, tools, handbooks and guidelines
2. Implement delegated ICLA project portfolio according to plan of action
3. Prepare and develop status reports as required by management
4. Ensure proper filing of documents
5. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
6. Promote and share ideas for technical improvement
Specific responsibilities
-Oversees the operation of the database and related data collection software, conducting repairs, updates and improvements as required.
-Produces detailed, relevant and high-quality qualitative and quantitative reports as requested.
-Conducts regular trainings for the programmes staff to improve the quality of the data being collected.
-Provides quality control and oversight of the data that is being collected, and identifies and addresses errors in collection or input.
-Supports and contributes to the development of data management systems through documentation, implementation, and coordination of standardized information flows.
-Liaises with other staff and partners to understand information management needs and best practices.
-Designs intake forms and data collection tools for the field.
-Develops and ensures the effective use of field feedback mechanism.
-Drafting the analysis, reporting and visualization of program data needed for different reporting.
-Ensures that information management data related to the programmes is up to date at all times.
-Compiles monthly and ad hoc reports from the programmes teams in Syria Response Office in Amman.
-Supports the formulation of the monitoring and evaluation matrix and plans to address indicator reporting requirements.
-Provides technical guidance on the design of data capture processes and supervises these processes to ensure implementation according to plans and agreed standards.
-Provides analysis of information and data to address indicator reporting requirements.
-Maintains the project specific portion of data capture, analysis, and warehousing platforms is well organized and accessible.
-Maintains project files, databases, and other archives documenting project progress.
-Provides training and support to NRC and partner staff on data capture, analysis, and use.
-Liaises with other units on areas of common responsibility.
Generic professional competencies
-Bachelor degree in Management Information Systems or any other relevant field
-Previous experience from working in complex and volatile contexts
-Documented results related to the position’s responsibilities
-Experience with qualitative and quantitative data collection and analysis
-Experience with data management techniques
-Understanding of key privacy and information management ethical concerns and ability to manage information management activities within ethical guidelines
-Excellent command of written and spoken English and Arabic language
Context/Specific skills, knowledge and experience
-Minimum 2 years of experience in a similar role
-Proven experience of developing and maintaining large-scale databases
-Proven experience of developing and maintaining mobile data collection platforms. Previous experience of KOBO is preferred
-Knowledge of qualitative and quantitative data collection and analysis methods
-Proficient in Microsoft Office Applications including Word, Excel, PowerPoint, Outlook, and Access
-Proven knowledge in the database programming language Power BI
-Ability to present complex data clearly
-Proven experience in drafting M&E reports.
