Job Title: Partnerships & Communications Officer

Contract Type: Fixed Term

Grade: NOA (National Officer Level A)

Contract Duration: 1 year as a probatory period.

Duty Station: El Salvador/San Salvador.

ABOUT WFP:

ORGANIZATIONAL CONTEXT:

This position is based in Country Office El Salvador, and report to the Country Director or the designate. Job holder will primarily carry out day–to-day partnerships activities, research and communication. They engage with external stakeholders and a host of public, private sector and non-governmental entities. These can comprise governments, UN agencies, intergovernmental institutions and their member states, international financial institutions, individuals, corporations, foundations, media, and NGOs. While at HQ level Partnerships Officers are likely to focus on either public, private sector or external entities, those at RB and CO level may cover a whole range of such partnerships.

In El Salvador, WFP supports national efforts to improve food and nutrition security and reduce the impact of emerging crises, natural disasters, and climate change among vulnerable populations.

JOB PURPOSE: Facilitate the work of senior management to effectively position WFP with public, private and other external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP, while supporting the country in the achievement of the SDGs and Zero Hunger and emphasizing WFP’s contributions in this regard.

KEY ACCOUNTABILITIES:

  1. Draft and implement the partnership and communication strategy and action plans aimed to maintain and enhance the visibility and reputation of WFP, as well as support resource mobilization activities, ensuring alignment with overall WFP strategies;
  2. Prepare quality concept notes, partner proposals and reports including donor-specific reports by engaging with other WFP Units and external stakeholders.
  3. Implement the work plan for the assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
  4. Proactively contribute to a partnerships portfolio through good communication actions, including partner profiling and outreach activities, with the aim to maximize resources and leverage policy and technical support for WFP’s work; Support partner visibility by timely preparation and distribution of information products to target audience(s), and ensure partner conditions are met. and
  5. Use data to present managers with well-researched ideas to expand support from existing partners and to scope new partners, guided by programmatic assessment and context-specific analysis with the aim to enhance the impact of WFP’s work and diversify the resource base.
  6. Solicit inputs, including operational updates, from other WFP entities to inform partner audiences on WFP’s programmatic offering; Draft quality briefs and proactively highlight strategic issues to senior management to inform best course of action and nurture partnership growth.
  7. Lead the creation of donor specific visibility content including, text, photos, videos and audio for use across a range of integrated online platforms, in order keep the partners informed and to support global and country resource mobilization activities, ensuring consistency with corporate messages.
  8. Use visibility of WFP’s work and results of its activities to identify and attract partners to link WFP beneficiaries, especially smallholder farmers, to markets; promote humanitarian-development nexus; and to make effective use of resources
  9. Gather and present internal and external data/information, using key information systems, to support WFP’s effective positioning vis-à-vis national and regional governments, and international institutions with the aim to influence the policy agenda.
  10. Organize partnership and visibility events with member states, civil society and intergovernmental organizations to advocate for the SDGs and Zero Hunger on the global agenda and advance WFP priorities and objectives and coordinate with partners, media and WFP internal stakeholders for effective publications as per WFP policies.
  11. Support capacity building of WFP staff on all aspects of partnerships and communication, provide advice and guidance within area and level of expertise, in order to ensure that all activities meet desired standards of consistency, quality and impact.
  12. Liaise and interact with WFP staff and external counterparts to support aligned activities and a coherent approach to communications within WFP.
  13. Follow standard emergency preparedness practices to support WFP to quickly respond and deploy food and needed resources to affected areas at the onset of a crisis.
  14. Support senior managers in the preparation of strategic agreements, joint strategies and MOUs in order to promote the SDGs and Zero Hunger on the national, regional and global agenda and to reach advantageous outcomes for WFP.
  15. Contribute to preparedness actions, providing technical recommendations and guidance, and monitor defined risks.
  16. Other as required.

  • Has a basic understanding of government strategies.
  • Has developed good relationships with partners through effective communication and explored new areas to scale-up existing activities and researched new opportunities.
  • Has developed powerful narratives by using data analysis visualization, media and modern means of communication to enable action-oriented discussions with partners.
  • Has prepared briefs to raise resources for operations and collaborated for timely registration, maintenance and update of contributions and forecasts.
  • Has provided advanced technical support to senior managers and identified opportunities for service delivery excellence to strengthen partnerships.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Language: Fluency (level C) in English and Spanish.
