Background

ACTED is implementing the project “Improvement of Green Infrastructure in Jordan through Labour-Intensive Measures” which is funded by the GIZ. The project aims at establishing and improving public green open space networks in East Amman. The works are implemented with the help of Jordanian and Syrian Cash Workers (men and women) to provide them with temporary income and alleviate immediate financial pressure on one hand, and to improve the living conditions in the refugee-hosting communities on the other hand.

Throughout this project, ACTED will involve 136 beneficiaries in labour-intensive work to rehabilitate three sites in east Amman – Al-Manara Park, Al-Nadwa Park & Nadi Al-Sebaq Park and support them with career counselling training.

Adherence with acted’s greening policy:

ACTED’s greening strategy aims to tackle environmental degradation and climate change while meeting the needs of the most vulnerable who are often those most affected by the deepening environmental crisis. Each ACTED employee will adhere to these principles through key green programming responsibilities:

  • Contribute towards the adherence and development of the greening strategy plan.
  • Explore innovative green programming opportunities and/or solutions within your realm of responsibilities and roles.
  • Encouraging and promoting environmental safeguarding processes and environmental programming standards in accordance with SOPs and technical guideline notes

Adherence with acted’s pseah policy:

The Project Officer has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The Project Officer has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to ACTED’s procedures. The Project Officer carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.

Job Purpose

The Site Supervisor will be responsible for supporting the Site engineer and the Social Mobilization Officer in the recruitment of CFW workers, mobilizing them into groups and supervising and monitor their work at field level. In addition to that he/she responsible for daily follow up and overseeing of Cash for Work (CfW) activities at the project site, (including but not limited to; CfW workers performances, CfW daily attendances, work documentation & records keeping and leave/break and meals arrangement). S/he will coordinate the project supplier, particularly the “meals supplier” for daily distribution of lunch to CFW workers. Moreover, s/he follows instructions given by his/her line manager on project activities in accordance with the project donor guidelines and project contract objectives and targets.

Objectives

  1. To ensure successful delivery of the designated project site through regular monitoring and supervision of the activity and designated activity area.
  2. To ensure Safe working condition & environment for CfW workers through safety awareness and provision of technical advice to workers in the designated project site.

To ensure successful implementation of activities through provision of proper tools/equipment as well as provision healthy/standard lunch meals to CFW workers at the working site.

Duties and Responsibilities

Objective 1:

  • Implement project activities in accordance with the project guidelines and targets in line with GIZ CFW SOPs in addition to oversee (CfW mobilization, project activities, provide safety and training sessions).
  • Support and Supervise all CfW work in the designated project site.
  • Responsible to support the site Engineer to oversee and supervise the daily ACTED CFW activities at field level.
  • S/he supports CFW officer in CFW job announcement dissemination, collection of application forms and the CFW workers recruitment process.
  • S/he will support CfW officer in all CfW documentations, including CFW attendance sheet, leaves forms, contract and payment sheet are ready on timely manner.
  • To support Social Mobilization Officer to arrange meetings with community leaders and work with local groups/leaders.
  • To support the site Engineers to disseminate the project messages and get community support on project implementation activities, after confirmation of Project Manager.
  • Control the CFW attendance sheet on a daily basis to ensure it is properly filled in and that each CFW signs for their attendance sheet on daily basis.
  • To assist Site Engineer through engagement with beneficiaries to identify potential conflicts and mitigate them via clear communication.

Objective 2:

  • To Organize and conduct safety awareness sessions for CFW workers and local community before starting the work and engagement of workers to the work.
  • To take further safety and security measures to mitigate any anticipated safety or security risks at site office).
  • To conduct on job technical training for all CfW in the project site.
  • Ensure and enforce that all CFW workers at site are equipped with safety tools.

Objective 3:

  • To make sure of correct and timely CFW tools distribution, take care of ACTED CfW tools, assets etc. at field level & ensure that there is a proper daily IN/OUT of tools to workers in place; responsible for the maintenance of tools/equipment etc.
  • Ensure with support of Logistics department there is a proper ACTED standard stock system in place. S/he will be responsible and accountable for all stock IN/OUT and balance in front of Project Manager.
  • Responsible to store and protect any materials at project site and its use and utilization, in addition to be the main storekeeper and to support the engineer in the monthly store report.
  • Facilitate and supervise the lunch distribution for CFW workers, collect feedback on quality and quantity of meals and communicate any feedback to project Engineer and Project Manager.
  • Cross check the cutlery supplier report vis actual lunch consumed by workers on daily/weekly basis prior that the supplier paid by ACTED.
  • Ensure to communicate the number of workers in advance to cutlery supplier on daily basis (one day in advance).
  • S/he will be the direct field focal point with cutlery supplier to ensure feedback on food quality/quantity are communicated with supplier as well as with site engineer and PM.
  • Any Other Tasks requested by Line manager in line with projects requirements.

Key Performance Indicators

  • % of completed & handed over activities in designated project site.
  • # of Safety & technical trainings provided for CfW.
  • % of improved technical skills of CfW.
  • Percentage of the turnover of the CfWs in the designated site(s).
  • 100% Percentage of Warehouse stock accuracy.
  • Project records and documents (CfWs list, attendance sheets, CfWs tools distribution sheet, meal distribution sheets) available for designated site (s) activities.
  • % of CfW trained as per project requirements
  • Zero recordable safety incidents in the designated project site(s).

Skills

  • University diploma related to in Civil engineering, infrastructure engineering or any related fields.
  • 5 years of experience in implementing green infrastructure & Cash for Works activities or construction works.
  • Proven ability and experience in communicating a common vision among diverse partners.
  • Proven ability and experience in providing organized safety and technical training sessions.
  • Experience with Cash for Projects will be a plus.
  • Good written & oral command in Arabic & English will be a plus.
  • Experience working in volunteering or internships environment.
  • Knowledge of refugees’ context in Jordan is a plus.
  • Good skills in MS office (excel & word) are a plus.
  • Ability to work with different staff backgrounds.
  • Excellent skills in negotiation, conflict resolution and communication with local community and local authorities
