Project Officer (National Position)- Middle East Multi-Country Program Office
BACKGROUND
Protestant Agency for Diakonie and Development (Evangelisches Werk fur Diakonie und Entwicklung- EWDE) – Diakonie Katastrophenhilfe (DKH) – with headquarters in Germany, is a humanitarian agency providing funds for emergency aid worldwide.
DKH’s Regional Hub for Asia, based in Amman, Jordan, provides comprehensive program support to DKH Project Offices and local partners in the region. The Middle East Multiple Country Program (ME-MCP) currently implements programs in Türkiye, Syria, Lebanon, Gaza/OPT, and Iraq.
According to DKH’s approach, projects are implemented through local partner organizations. Presently, we focus on markets and livelihoods, protection, food security, DRR and climate change impact mitigation, and emergency response.
Furthermore, DKH initiated the Capacity Building Program as a systematic and continuous capacity-strengthening program for partner organizations aiming at increasing the organizational, management and technical capacities and skills of DKH's local partners.
JOB DESCRIPTION
Title: Program Officer (National Position) – Middle East Multi-Country Program
Location: Amman, Jordan.
Travel and/or Work Environment Requirement: Primary work location is in Amman with the possibility to travel to program areas.
Starting date: 1 September 2023, or earlier upon availability;
Contract duration: 1 year (extendable).
Reporting to: Country Program Coordinator (CPC)
Supervisory Responsibility: None.
Working under the supervision of, and in close collaboration with the Country Program Coordinator (CPC), the contracted Program Officer is assisting the CPC to achieve the following tasks:
Program Management Support
- Supports and advises local partners throughout all stages of PCM, from design and planning to implementation and closure; provides assistance in developing and implementing projects according to DKH and/ or third-party donor agency regulations and procedures.
- Orientates local partners on DKH and back-donor regulations (ECHO, AA, and any other relevant back-donors).
- In cooperation with the Desk Officer in Berlin, makes sure that cooperation agreements are signed upon approval of proposals and all relevant documentation (admin/finance, logistics, etc.) are obtained from the donor and adequately filed.
- Support and observe that all projects are implemented according to log-frame, work plans and budget.
- Reviews and revises reports ensuring their compliance with the requirements and regulations of third-party donors and DKH, oversees reporting schedules and supports the development of narrative and financial reports·
- Based on reports from local partners, drafts regular progress reports to be submitted to DKH Berlin Office. The Project Officer should be able to explain the status of ongoing projects in the focus country of interest and compare between planned and actual activities, indicator achievements, expenses, etc.
- Creates and maintains projects database and project master plan, updates, and follows up on relevant data to produce accurate information and maintains and reports up-to-date information on projects as required.
· Supports in developing and revising finance plans together with the Program Finance Officer.
- Follows the administrative and other preparatory work for the planning and implementation of project components including procurement procedures, documentation, financial and work planning of partners.
- Contributes to monitoring and evaluation of projects through field visits, remote engagement with beneficiaries and partner staff, and other possible MEAL activities.
- During monitoring visits to projects implemented by local partners, supports the partner in managing records, files, folders, and other project documentations, as necessary.
- Assists the PR department in collecting PR materials from and ensuring getting the needed informed consent.
- Contributes and maintains positive communication with back-donors.
- Contributes to the development of country strategies, annual plans, and other relevant documents.
- Attends coordination or sector meetings on behalf of DKH.
Capacity Building
In close cooperation with the CPC and the RO Capacity Building Program Coordinator:
- Provides support in assessing organizational capacity of local partners and identifying their capacity building needs in accordance with the partners.
- Provides feedback about partners’ technical needs and availabilities for training, where applicable.
- Provides support in designing capacity building programs, where needed.
- Supports in preparation and delivery of training if applicable and needed.
- Together with the CBC, supports in monitoring Capacity Building activities, where applicable.
Other tasks, as necessary
DKH reserves the right to alter the responsibilities according to programmatic demands and needs in line with the objectives of the office.
Skills
QUALIFICATION, EXPERTISE, AND SKILLS
- At least 2 years of progressive experience in project management focusing on humanitarian aid and disaster risk management.
- University degree in a relevant field.
- experience in working with local partner organizations based on equal partnership principles.
- Good project monitoring skills including finances.
- strong reporting skills at various levels of program management.
- Languages: Fluent in written and spoken English.
- Excellent analytical skills and communication skills.
- Highly organized, detail-oriented, and able to work under pressure with minimal supervision.
- Outstanding personal attitude: especially sense of responsibility, concern for quality, result orientation; integrity, commitment, respect for diversity.
