JOB PURPOSE

The Monitoring& Evaluation Officer will be working in Regional Evaluation Unit to support the development and implementation of Regional Evaluation Strategy and plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating with monitoring unit, managing or supporting the management of decentralized evaluations, and positioning WFP as a reliable partner for governments to build evaluation strategies. They may also support the formulation of country evaluation strategies and contribute to policy development and various initiatives.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation requirements.
  • Budget for Evaluation related costs and advocate through line manager for both appropriate financial and human resourcing, in close consultation with monitoring unit.
  • Closely liaise with monitoring unit.
  • Provide feedback on the formulation of the Regional Monitoring and Evaluation Strategies and support their operationalization, focusing on evaluation.
  • Contribute to evidence-based decision-making on programme design and implementation, notably through making evaluations findings accessible, developing innovative, user-friendly and informative products.
  • Support WFP Management in addressing recommendations from evaluations to ensure that follow-up actions are taken as required.
  • Contribute to building evaluation capacity of WFP staff and partners through training and information sharing. Manage junior staff members and guide as required to enable high performance.
  • Provide inputs to line manager regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, focusing on evaluation aspects, including United Nations Sustainable Development Cooperation Framework (UNSDCF) aligned with nationally owned sustainable development goals.

STANDARD MINIMUM QUALIFICATIONS

Education: Minimum bachelor's degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields.

Experience:

  • Minimum of three (3) years of relevant professional work experience for candidates with master's degree. Minimum of five (5) years of relevant professional work experience for candidates with bachelor's degree.
  • Experience using a variety of quantitative and qualitative analytical tools and methods.
  • Experience in monitoring and evaluation activities of humanitarian and/or development sector would be an advantage.

Knowledge and Skills:

  • Knowledge in the areas of field monitoring and evaluation methods, metrics, statistical applications, and reporting systems.
  • Understanding of results-based management principles and practices.
  • Has knowledge of evaluation ethics and is able support incorporate ethics into evaluation processes.
  • Has knowledge about Norms and Standards for Evaluation and is able to support their incorporation into evaluation processes.
  • Ability to develop monitoring systems and databases including preparation of data collection, analysis and reporting tools with some experience in building capacity through formal and informal training processes, including developing documentation and training materials.

Languages: Proficiency in both oral and written communication skills in English and Thai.
