BACKGROUND AND PURPOSE OF ASSIGNMENT
The World Food Programme continues to enable the Government’s Preparedness and Response Excellence in the Philippines (PREP). As part of this effort, WFP intends to regions, provinces, and municipalities in strengthening their EPR capacity.
The Philippine Disaster Risk Reduction and Management Act of 2010 mandates national agencies and all levels of the local government structure to prioritize disaster preparedness and response. Section 21 of RA 10121 states that “not less than five percent (5%) of the estimated revenue from regular sources shall be set aside as the Local Disaster Risk Reduction Management Fund (LDRRMF) to support disaster risk management activities such as, but not limited to, pre-disaster preparedness programs including training, purchasing life-saving rescue equipment, supplies and medicines, for post-disaster activities, and for the payment of premiums on calamity insurance.
To encourage LGUs to take on greater challenges, encourage outcome-based performance and to reward them for their efforts in pursuing the general welfare of their constituency and in enforcing existing laws, the government instituted the Seal of Good Local Governance (SGLG) scheme.
The SGLG is an award, incentive, honor, and recognition-based program for all LGUs to continually improve their performance in various areas, among them preparing for challenges brought about by unpredictable natural calamities. Additionally, compliance to the preparedness mandate is awarded and rewarded through the Gawad Kalasag awards. This is an annual award given not only to local government units but also to individuals and civil society organizations in recognition of their initiatives to help uplift the standard of disaster risk reduction and management and humanitarian assistance.
While many LGUs have received the Seal of Good Local Governance and the Gawad Kalasag awards, many of them remain unable to sustainably comply. Resource-constrained LGUs, especially those classified as 3rd to 6th class, and which are relatively more exposed than others to various natural and manmade hazards are among those that struggle to build and sustain their DRRM capacity and receive the awards.
A capacity needs mapping (CNM) will be undertaken in selected regions, provinces and municipalities utilizing WFP’s corporate Emergency Preparedness Capacity Index (EPCI). The EPCI is a “participatory monitoring tool that provides a robust framework and a structured process for government entities to form a clearer picture of their EPR capacity. With WFP’s facilitation, the EPCI establishes a baseline to measure capacity strengthening (CS) progress over time and will help identify national and local EPR capacities and gaps which can then inform the type of investments to be taken.” This assignment will require the implementation of the EPCI tool through document review, workshops and meetings at selected regional, provincial, and municipal levels, and the preparation of detailed reports per area.
WFP will bring together partners from selected regions, provinces and LGUs in a workshop to foster a Community of Practice. The assignment includes the preparations and implementation of a dedicated workshop which aims at sharing EPCI results and good practice from across a broad range of partners to build on the findings of the needs and gaps assessment.
This engagement will be carried out under PREP and for period of 6 months from August until January 2024. No activities will be conducted during the campaign period for the Barangay and Sangguniang Kabataan Elections (BSKE) and at least one week after the elections.
ORGANIZATIONAL CONTEXT
The Programme Policy Officer (Capacity Needs Mapping on EPR) will directly report to the EPR Officer with overall guidance from the Emergency Officer (Strategic Planning Advisor and Liaison Officer)/ Head of EPR unit.
KEY ACCOUNTABILITIES (not all-inclusive)
Within the assigned unit and delegated authority, the Programme Policy Officer (Capacity Needs Mapping on EPR) will be accountable and responsible for the following duties:
- Participate the training on the EPCI tool to be administered by WFP.
- Organize and lead or co-lead the conduct of 3 regional level consultations and provincial and/or municipal consultation workshops using the EPCI tool.
- Liaise with relevant stakeholders to collate additional documents from pertinent local government offices, provincial and regional line agencies that will support the rigorous identification of needs and gaps of the identified local government units.
- Manage the preparation and submission of a comprehensive report on the baseline data per region, province and specific LGUs.
- Draft a concept paper for the first meeting of the PREP Community of Practice on DRRM.
- Co-facilitate the conduct of the first meeting of the Community of Practice.
- Manage the preparation and submission of a report on the first meeting of the Community of Practice.
- Perform other related duties and responsibilities as required.
ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE
- Education: Postgraduate degree (master’s degree or a doctorate) in Development Communication, Political Science, DPR, CCA, Development Studies, or any related field.
- Experience: At least five (5) years of professional experience in DPR-related projects and activities (research, teaching, extension, project implementation, consultancy, government service)
- Language: Excellent spoken and written communication skills in English is required. Fluency in the local language of any of the regions is an advantage.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Excellent facilitation skills, including strong professional communication skills
- Excellent documentation and reporting skills; proven ability to write briefs, analytical and guidance documents; and to present complex technical information/analysis to technical and non-technical audiences in a simple and easily understandable way.
- Knowledge of government DRR mandate, DPR structures.
- Knowledge of the EPCI or other WFP methodologies to assess needs and gaps is an asset.
- Has experience working across the Program portfolio including VAM/Nutrition.
- Has led a field office or a small country/area office programme team or a component of a country office programme portfolio.
- Has engaged in policy discussions and provided input into policy decisions.

REMUNERATION PACKAGE
WFP offers a competitive remuneration package including a monthly salary amounting to approximately PHP149, 000++, and comprehensive medical insurance which can be extended to eligible dependents.
