Program / Department Summary

USAID Informal Livelihoods Advancement Activity (Iqlaa) is a five-year USAID-funded program that aims to support Jordan's home-based businesses (HBBs) and Micro and Small Enterprises (MSEs) to grow, transform, and become resilient to future shocks. HBBs and MSEs are essential drivers of employment and economic stability in Jordan. Micro and small enterprises represent 98 percent of all businesses in Jordan and compose half of the country’s private sector employment. Therefore, the Iqlaa approach places formal and informal Jordanian HBBs and MSEs on a path to recovery, stabilization, and growth, focusing on four critical sectors: agriculture, tourism, manufacturing,and services, with special attention to technology development and implementation.

Iqlaa works to implement best practices in crisis response, enterprise strengthening, inclusive job creation, and financial sector development within a market-systems development (MSD) framework and leveraging innovative behavioral change methodologies to facilitate long-term, sustainable changes in the behaviors or stakeholders and beneficiaries that align better with the current needs of Jordan’s MSEs. Iqlaa will offer bundled support through technical assistance and grants. The program will work with market sector actors to offer five main grants:formalization, start-up funding, business Growth, innovation & Scale, and technology Integration.

General Position Summary

The Information Management Officer will support the Information Management Coordinator to manage technology solutions throughout the program cycle, manage all data pipelines to ensure accountable reporting, effective adaptive management, and information sharing, and support advanced data analyses and synthesis to help Iqlaa improve and prove the effectiveness of its interventions and approaches.

The Information Management Officer will work with the Mercy Corps Iqlaa activity team as well as our partner organizations to support and ensure the collection of quality program data for the on a day-to-day basis. The Information Management Officer will be responsible for supporting the Information Management Coordinator to oversee the monitoring and data collection of the project, lead regular and annual field-based household and group interviews, and analyze data to provide insight to project team. S/he will ensure that performance monitoring and results reporting tools and processes across the entire program are effectively implemented and well synchronized between the a ctivity sites. The Information Management Officer may supervise teams of enumerators in data collection, data analysis, and reporting according to the needs of the activity.

The Information Management Officer will provide specialized technical level of effort write programmatic scripts, building codes using platforms and programming languages such as ODK, XML, SQL, Python, and CommCare to ensure efficient data management.

Essential Job Responsibilities

• Support the Information Management Coordinator in setting up and maintaining the Iqlaa Information

Management System through CommCare and ONA digital data collection platform, data flow matrix, tool

updates and requests, mobile worker assignment tracker, mobile worker reports, data pipelines, analysis

syntax.

• Develop and maintain data collection tools and data analysis processes to cover the different activities and information requirements under Iqlaa.

• Support the IM coordinator to design and implement data visualization techniques to present findings and insights effectively.

• Ensure data accuracy, integrity, protection, and security throughout the data management process.

• Collaborate with external partners and stakeholders to ensure effective data sharing and reporting.

• Lead the testing of data collection tools and the assignment of mobile workers to the right geographic

compartments of the databases before collection.

• Produce regular reports on the engagement of mobile users and program participants in the database.

• Establishing data validation pre-collection (in digital data collection tools) and post-collection (validating incoming data in the database for completeness, duplications, and data quality).

• Support program compliance with all applicable data protection principles and guidelines and observe data confidentiality and anonymity regulations, policies and procedures.

• Support PQL team members in facilitating analysis results, and adaptive management planning with

program teams, in coordination with the Collaboration, Learning and Adaptation (CLA) team and Monitoring and Evaluation (M&E) team.

• Train and provide technical support to staff members and other stakeholders on data collection tools and systems.

• Provide one-on-one support to MC and partner team members to improve their data literacy and problem-solving capacity for evidence-driven management.

• Conduct regular field visits to ensure that all processes and tools in the database are being used effectively by all PQL and program team members across the consortium.

• Actively participate in Jordan MEL community of practice and support other MEL teams where needed.

• Others as assigned.

HARDWARE AND SOFTWARE MANAGEMENT

• Enabling the use of tablet devices to facilitate data collection and ensure their functionality for the entire Outreach team, partners, and any other team members requiring it.

SECURITY

• Ensure compliance with security procedures and policies as determined by country leadership.

• Proactively ensure that team members operate in a secure environment and are aware of policies.

ORGANIZATIONAL LEARNING

• As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient, and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

ACCOUNTABILITY TO PARTICIPANTS

• Mercy Corps team members are expected to support all efforts toward accountability, specifically to our participants and to international standards guiding international relief and development work, while actively engaging participants' communities as equal partners in the design, monitoring, and evaluation of our field projects.

MEL Officers, MEL Assistants, Outreach team, Program Leads, and Partner Organizations

Knowledge and Experience

• Bachelor’s degree in information management, Computer Science (CS), Computer Information Systems

(CIS), Business Information Technology (BIT), Statistics, Data Analytics, or related field.

• At least 3 years of relevant work experience, including a minimum of two years in Information Management and Coding/Programming.

• Good understanding and skills of data management, data flow and case management

• Strong knowledge of XLS form development and the use of CommCare, ONA, ODK and/or other mobile

data collection platforms. Case management platforms are preferred.

• Strong knowledge of coding using XML, DAX, and JavaScript.

• Strong computer literacy with a full knowledge of MS Office applications and expert knowledge of Excel is required, MS SQL is preferred.

• Demonstrated competencies in effective data communication, critical thinking, training, and coaching

required. Strong team coordination, listening and consensus building competencies required.

• Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.

• Fluent in both spoken and written English. Arabic written and spoken is essential.

Success Factors

The successful Information Management Officer will combine excellent technical skills in information management and quantitative analysis with outstanding problem solving and facilitation skills. They will be able to simultaneously pay attention to detail while keeping a strategic vision. They will be able to identify, communicate, document, and implement rigorous solutions to complex problems. They will have proven experience in capacity building and enabling non-technical teams to improve their analytical thinking.

Living Conditions / Environmental Conditions

The position is based in Amman, Jordan and it may require up to 15% to travel regularly to Mercy Corps field offices and project sites.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit to a field posting.
