Key Responsibilities:
Position Title: Health Technical Advisor
Purpose of the position:
To provide guidance and overall technical support for Health programming, enhancing World Vision’s Syria Response capacity and quality.
To develop, support, and coordinate the implementation of Health activities for vulnerable Syrian Refugees and host communities in Syria, Jordan, and Turkey.
The Syria Health Advisor will have the technical quality of programming within health, strong proposal designs that are in line with the Syria response objectives and donor priorities and sound monitoring and evaluation systems in place. S/He will directly support MEAL and operational staff at the area-office level collaborate with all other World Vision departments (Operations, Finance, Human Resources, Support Services, etc.), liaise internally with the World Vision Partnership and with external stakeholders, particularly local partners, and ensure that World Vision Syria delivers quality humanitarian response within health, according to World and international standards.
MAJOR RESPONSIBILITES
Program Development
• Formulate Health strategy within the response strategy and disseminate it to the Syria Response teams
• Coordinate with WV technical leads at the regional and global level to ensure alignment and best practices are maintained
• Support development of Syria Response Strategy, particularly for the Health sector
• Lead new program development of Health proposals in cooperation with partners and other WV departments
• Ensure appropriate community and partner engagement in development and implementation of Health programmes
• Support timely approval and provision of supplies and medicine working with supply chain to provide specifications for procurement (ensure alignment with WV Pharmaceutical Procurement policy, with OFDA Essentials Medicines List).
• Support the recruitment process of relevant Health staff
• Ensure development of Health activities in alignment with government, WHO, donor, sphere, WV, and sector guidanceSupport the organizational capacity assessment of partner and potential partner organizations
Capacity Building
• Coach/mentor/manage Health related projects/activities in coordination with the Operations Department, to improve the quality of implementation
• Support quality programming related to primary health care, reproductive health, community health outreach, early warning systems, outbreak response, appropriate drug prescription, and medical and pharmaceutical supply chain and storage.
• Ensure staff understand and implement best practice/project models/approaches
• Identify and work with Operations/P&C to build the capacities of staff, particularly Health specialist staff
• Identify and work with partner organizations to improve their capacity to implement quality Health interventions
• Ensure compliance with donor, grant, technical standards and budgets
Provide technical input and recommendations in the procurement process for Health services and materials Coordination, Networking, Fundraising
• Represent World Vision at Health sector coordination/donor meetings
• Build relationships with other Health actors, UN, Donor Representatives, other NGOs
• Seek opportunities to collaborate with other organizations in both coordination, learning, and programing
• Network with other WV entities, particularly around best practices, technical approaches, and resource acquisition
• Provide WV’s Communication and Advocacy department with information to highlight WV’s Health activities and impact
Monitoring and Reporting
• In cooperation with the MEAL department, strengthen the monitoring and reporting system
• Assist the MEAL department in the selection of appropriate indicators and tools for monitoring Health activities
• Review, analyze, provide input and feedback on Health program/project reports to improve quality (including assessments, design documents, monitoring, project, and evaluation reports)
• Utilize monitoring and evaluation data to make operational improvements
• Ensure compliance with WV and donor standards in implementation and management of Health programs
• On a quarterly basis, provide a Health sector report for the Syria ResponseLearning and Research
• Ensure experiences and lessons learned are shared between teams and incorporated into new concepts/proposals
• Design and carry out sectoral assessments
• Collaborate with MEAL department, sectoral or academic actors to identify and pursue focused research initiatives
• Identify new trends and opportunities in order to adapt technical approaches and projects
• Provide support and close monitoring to test new/adapted project models/approaches.
• Identify unintended consequences and work to adjust projects and sectors to address challenges and take advantage of opportunities

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
• Minimum of 5 years’ experience in humanitarian Health interventions
Required Education, training, license, registration, and certification
• Master’s Degree in Public Health, or relevant medical degree
• Strong understanding of Health processes and models including treatment protocols for NCDs, communicable disease, PHC supplies, RH kits, basic health facility equipment and pharmaceuticals
• Good coordination and networking skills
• Ability to work in and contribute to a collaborative team environment
• Willingness and ability to travel to project areas
• Excellent analytical/problem solving skills
• Detail Oriented
• Ability to work with minimal supervision
Humanitarian relief experience with INGOs or UN in the Health sector
Preferred Knowledge and Qualifications
• 2 years’ experience working with cross border/partners programming in Syria
Experience working with major donors
Travel and/or Work Environment Requirement:
The position requires ability and willingness to travel domestically and internationally up to 10%of the time
Language Requirements:
Knowledge of Arabic would be an advantage
