Education Project Manager Jordan Camps Area “Nationals Only”

The purpose of the Education Project Manager position is to oversee the implementation of the Education project portfolio implemented at the camps area in Jordan. The overall objective of the NRC Education programme in Jordan is to support children and adolescents to progress through formal education. The programme operates in Azraq and Zaatari camps.

The Project Manager position oversees a team of nearly thirteen national staff and seventy incentive-based volunteers. The Education manager reports to the Camps Area Manager. The programme is also supported by a dedicated Specialist team, reporting to the Head of the Programme, focused on technical guidance.

RESPONSIBILITIES

Generic responsibilities:

  • Line management for project staff.
  • Adherence to NRC policies, guidance and procedures.
  • Contribute to the development of Country, Area and Core Competency (CC) strategies,initiate and participate in the development of relevant CC projects.
  • Coordinate and manage Education-Camps project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Implement technical direction and ensure high technical quality of projects.
  • Provide regular progress reports to the Area Manager and the Education Specialist.
  • Ensure that projects target beneficiaries most in need of protection, and explore and assess new and better ways to assist.
  • Develop and manage project budget (in cooperation with Coordinators) and coordinate across CCs.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilities:

  • Ensure refining programme quality and measurement of implementation of Safe and Inclusive School (SIS) Package, guaranteeing protection mainstreaming and usage of vulnerable criteria as defined by the Education CC in alignment with NRC Jordan Country Office.
  • In collaboration with the Education specialist team, mainstream non-specialised psychosocial support approaches through remedial education interventions.
  • Proactively identify opportunities for partnership and coordination in the education programme interventions at the camp's level.
  • In synergy with the Education Specialist team, further, develop and design programme approaches and activities that can be implemented during the different contextual needs,and that can be flexible to be conducted in different modalities according to the educational situation.
  • Support Education assessments and ensure evidence-based programming.
  • Support the design and development of programme approaches and activities that can be piloted and expanded.
  • Support the development of Monitoring and Evaluation (M&E) systems, ensure M&E compliance, together with the Education Specialist, Area Manager and M&E Manager, and actively coordinate to ensure conducting monitoring exercises.
  • Ensure an effective communication flow between camps-level education actors and the Specialist team to inform advocacy messages.
  • Provide leadership, direction and support to the Education team. Advice coordinators and team leaders to work with their teams with an emphasis on excellence and achievement;encourage a team culture of learning, creativity and innovation.

Critical interfaces:
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Strategy and project planning: Education Specialist
  • Area operations: Area Manager, Project Managers, Support Manager
  • Staff capacity building: Education Specialist, Area Manager, Coordinators, Team Leaders.
  • Implementation: Coordinators, Education Specialists, Area Manager

Scale and scope of position:
Staff: Direct management of 3 staff, oversight of a team of 10 staff
Stakeholders: Beneficiaries, UN agencies, INGOs, local NGOs, local/national governmental bodies
Budgets: 1.3 million USD (multiple donors)
Information: Project information on Intranet, Agresso, Webcruiter
Legal or
compliance:Project implementation in accordance with NRC and donor regulations.
Project compliance with national laws and NRC internal regulations.

QUALIFICATIONS

Competencies are important for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

  • Minimum 3 years of experience from a senior-level project implementation position in a humanitarian/recovery context.
  • Experience from working in complex and volatile contexts.
  • Technical Education expertise.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.

Context/ Specific skills, knowledge and experience:

  • Contextual understanding and knowledge of the Education sector and stakeholders in Jordan.
  • Familiarity with Education related minimum standards.
  • Strong communication skills ensure maintaining good relations and smooth operations with stakeholders.
  • Detail-oriented and strong analytical skills.
  • Strong project management skills

Additional information:

Grade: Grade 8

Reports to : Area Manager, Camps

Supervision of: 3 staff directly;10 staff indirectly

Duty station: Azraq & Zaatari Camps

Travel: up to 20%

Duration and type of contract: 6 months, Renewable (Fixed term, renewable based on funding,performance and need for the position)

Salary: Based Upon NRC salary Scale.
