ABOUT WFP
The United Nations World Food Programme (WFP) is the 2020 Nobel Peace Prize Laureate. WFP’s emergency response in Yemen is one of the agency’s largest anywhere in the world, and this year aims to provide lifesaving food assistance to more than 13 million people in need. WFP also aims to provide nutrition support to more than 4 million children and women, school feeding to more than 3 million schoolchildren, and livelihoods support to 2 million people.
ORGANIZATIONAL CONTEXT
These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.
Job Purpose
To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.
Background information
Identity management is a core component of the design and implementation of effective and efficient Programme activities, this includes the processes of beneficiary identification, registration, and beneficiary data update, up to ensuring the readiness of quality data for enrolment and prioritization when needed.
KEY ACCOUNTABILITIES
The coordinator assistant will technically and administratively report to the coordinator associate in the Registration & Registry unit at Aden area office level. At this level, the incumbent is expected to demonstrate responsibility and initiative to assist and support in registration project coordination at field level with support and guidance from senior coordinator to support cooperating partners field activities’ during updating/ collection of individuals’ and households’ data as per the operational requirements.
The incumbent will be responsible for the following:
- Support and work closely with cooperating partners (enumerators teams), and internal affiliated business units to ensure registration, beneficiary data update and targeting activities are carried out in harmonization across all involved stakeholders.
- Deliver technical support and assist in the development and implementation of various tasks and processes within the detailed areas are fully alignment with wider registration policies and guidelines.
- Within the specific area of responsibility, assist in preparation a range of reports and data analysis (e.g., field assessment reports, registration progresses, resource utilization, risk management tracking reports) and highlight trends/issues ensuring deliverables adhere to corporate standards and data quality control.
- Contribute to the inclusion of registration and targeting activities, scope of work, and budget in the field level agreements FLAs with cooperating partners.
- Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g., lesson learnt reports, progress reports and key performance indicators) and consistency of information presented to all stakeholders.
- Ensure the communication with local partners, agencies, NGOs, and government institutions are in well arrangement to ensure efficient data collection of targeted households are well implemented.
- Implement the approach of data privacy by design throughout all data processes in alignment with WFP guidance for data privacy and protection.
- Perform other related duties as assigned.
Results Expected:
- WFP staff at Aden Area Office and field offices including external stakeholders involved in registration and targeting phases are adequately aligned in project objectives and given guidance on relevant business procedures on registry management.
- Field activities are well coordinated and results in smooth registration processes.
- A full set of documentation (SOP, mapping business processes, project guidelines, communication materials etc..) that defines the approach, methodologies and tools being used for registration are well stores and implemented.
Critical Success Factors:
- Understanding and applies basic principles of engagement with different stakeholders and government counterparts at the national or local level.
- Demonstrates ability to identify key variables and contextual factors that affects registration and targeting challenges throughout the data lifecycle to inform quality programme design based in specific criteria’s indicators.
- Good knowledge and practical experience in use of information technology tools for the reporting, graphics, and visualizations.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate or university degree in Information Technology, Social Science, Statistics, Computer Science, Information Management, Finance it Economics is desirable.
Experience: At least five years of postgraduate progressively relevant professional experience in completing training/workshops for organizations.
Language: Working knowledge oral and written in Arabic & English language.
- Extensive experience in project management and activities coordination.
- Demonstrated a high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
- Excellent interpersonal communication skills including experience in coordinating different team members.
- Proven and demonstrated broad knowledge of and ability to utilize principles, methods, and techniques.
