ORGANIZATIONAL CONTEXT
In Mozambique, WFP has significantly expanded its operations over the last few years. The scale-up of its operations was due to two major tropical cyclones and a long drought that occurred in 2019, the escalation of violence and insecurity in the north of the country, and the impact of the COVID-19 pandemic from 2020 onwards. In this context, WFP has been scaling up its humanitarian assistance, especially in northern Mozambique – where the conflict has intensified over the past few years and the security situation remains volatile – providing emergency food assistance to 1 million people in recent months.
Given the high level of funding needs and coordination and liaison required with various donors at the country level, WFP Mozambique is seeking individuals to join the External Relations unit as Partnerships Officers (CST I and II) to support resource mobilization efforts.
RESPONSIBILITIES – PARTERNSHIPS OFFICER JUNIOR AND CST L-I
- Implement the WFP Mozambique’s partnerships workplan to enable the WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
- Proactively contribute to the partnerships portfolio, including partner profiling, data/trends analysis and outreach activities, with the aim to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner conditions are met.
- Use data to propose options to activity managers to expand support from existing partners and to scope new partners, guided by programmatic assessment and context-specific analysis, with the aim to enhance the impact of WFP’s work and diversify the resource base.
- Gather and share partner intelligence (including forecasting), using key information systems (e.g., Salesforce, WINGS, WFPGo).
- Gather socio-political insights to support WFP’s effective positioning vis-à-vis the national Government, regional and international institutions with the aim to influence the policy agenda.
- In the context of the UN system and multilateral fora, support the development of partnerships and joint events with member states, civil society and intergovernmental organizations to advocate for the SDGs and Zero Hunger on the global agenda and advance WFP priorities and objectives, based on a basic understanding of member states’ dynamics and interests.
- Provide inputs to partnerships strategies, including the development of Partnership Action Plans;
- Contribute to high quality donor proposals and reports (USAID, ECHO, UK FCDO amongst others) by engaging with other WFP entities and external stakeholders and maintain systems to track reports and deadlines.
- Contribute to the preparation of strategic agreements, joint strategies and Memoranda of Understanding (MOU) between WFP other stakeholders, including donors.
- Contribute to preparedness actions, providing technical recommendations and guidance, and monitor defined risks.
- Support corporate, external and other reporting and communication tasks as required, particularly in absence of staff.
- Perform other as required.
RESPONSIBILITIES – PARTERNSHIPS OFFICER CST L-II
- Coordinate the implementation of agreed segments of the WFP Mozambique’s Partnerships workplan to enable the unit to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
- Engage with other functional units, Regional Bureau for Johannesburg and the Headquarters on WFP’s thematic, regional and country specific offerings, developing content and language that speak to individual audiences and align with on-going policy dialogue in national and global fora; Support alignment of partner engagement across the organization.
- Proactively support a wide range of aspects of a partnerships portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner conditions are met.
- Facilitate corporate dialogue with partners through preparation of quality briefing materials; Proactively highlight strategic opportunities and issues to senior management and propose options for the best course of action to nurture trust and interest in the work of WFP; Support the preparation of joint events (e.g. UN pledging conferences) that can advance WFP interests and objectives.
- Gather and share partner intelligence (including forecasting), using key information systems (e.g. WINGS, Salesforce, WFPGo), and asses results.
- Support WFP Mozambique’s functional units on partnership strategies (including the development of Partnership Action Plans); Extend support on partnership/contribution management, in line with corporate norms, processes and legal agreements, on quality proposal and report writing by engaging with other WFP entities and external stakeholders.
- Facilitate partnership growth, by exploring opportunities to expand existing partnerships and scope of new partners, guided by assessments, analysis and due diligence; Present recommendations to senior management and ensure follow-up.
- Contribute to the preparation of partnership proposals, strategic agreements, joint strategies and/or MOU, taking into account corporate norms, processes and external regulations; Ensure quality control of content by engaging with relevant functional units, the Regional Bureau for Johannesburg and the Headquarters (as relevant)
- Use socio-political insights to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda.
- In the context of the UN system and multilateral fora, support the development of partnerships with member states, civil society and intergovernmental organizations to advocate for the SDGs and Zero Hunger on the global agenda, and advance WFP priorities and policies, based on a good understanding of member states’ dynamics and interests.
- Solicit inputs from other WFP entities that contribute to inter-governmental/inter-agency work to ensure that WFP positions are properly explained and taken into account in decision making.
- Supervise and manage junior team members, providing coaching, training and guidance to ensure appropriate development and enable high performance.
- Act as deputy Head of Unit and cover the role of unit’s Officer in Charge in absence of the Head of Unit, supervising Partnerships, Communications and Reporting functions.
- Contribute to preparedness actions, providing technical recommendations and guidance; Monitor defined risks and make recommendations how to manage these effectively.

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Political Science, International Development, Development Economics, International Relations, Journalism, Communications, or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
Junior: 1-3 years of postgraduate professional experience
CST I: 3-5 years of postgraduate professional experience
CST II: 5-10 years or more of postgraduate professional experience
The professional years of experience must be in a relevant field of work, with a background and interest in international relations, humanitarian and development programmes, journalism and/or communication.
Languages: International Professional: Fluency (level C) in English language; intermediate knowledge (level B) of a second official UN language languages is an asset.
