JOB PURPOSE

In recent years, WFP’s expertise and footprint were increasingly leveraged by the global community to tackle health supply chain challenges. WFP works with governments and health partners in a range of countries providing the logistics backbone to respond to emergencies (e.g. Ebola, Covid-19) but also increasingly to structurally strengthen local supply chain capacities, by transferring WFP’s know-how and good practices, with the overarching objective of making public health systems more performant and shock-resilient.

In line with these experiences, WFP engages in multi-year partnerships to provide supply chain technical assistance on demand of national public health actors in countries where specific needs and opportunities are identified, and where WFP can bring a unique value add. Aligned with national health strategies, and alongside health partners, WFP will avail and transfer its knowledge and know-how in core supply chain areas, emergency preparedness and response, enabling national partners to optimally operate their supply chains.

KEY ACCOUNTABILITIES (not all-inclusive)

Working under the direct supervision of Head of Supply Chain and in close collaboration with the Regional Project Coordinator, WFP technical teams and service providers, the candidate will be responsible for the coordination and delivery of a supply chain capacity strengthening portfolio of activities in direct support of the Ministry of Health (MoH), Central Medical Stores (CMS) and other relevant public health actors. The candidate will be based in the country of implementation and fully embedded under WFP’s CO.

Identify country public health supply chain gaps and formulate high value-add health supply chain technical assistance activities in line with WFP’s core strengths.
Design and maintain country project plans, track and report on progress monitoring and evaluation (M&E), risks and achievements.
Coordinate the implementation of capacity strengthening and technical assistance activities in support of the MoH and CMS and other relevant entities.
Design and maintain activity plans in collaboration with WFP technical experts, measuring progress against the project targets and reporting as per project guidelines.
Provide hands on technical support for the implementation of activities in the areas of transport management, distribution logistics, inventory management, supply chain planning, etc.
Support Government partners in supply chain and logistics health emergency preparedness
Design and implement adapted procedures, tools and systems with WFP technical experts to improve the performance and maturity of client logistics operations.
Provide day-to-day technical mentoring, coaching, guidance and training to national counterparts and act as an expert supply chain and logistics technical advisor.
Deliver high quality customer-oriented analysis and written deliverables (ppt, word, etc.) and ensure quality of services meets WFP’s and clients’ standards.
Establish and maintain strong relationships with government, partners, and donors, at all levels from senior leadership to technical teams in facilities on the ground.
Monitor donor and partners investments and activities in the health supply chain space, seek alignment and technical collaborations to maximize joint impact.
Manage the CO project budget, monitoring potential deviations and ensuring timely financial reporting.
Provide day to day leadership, guidance and support for the CO based project teams.
Support the CO and global project team in promoting the work and results, in developing communication materials and seeking funding opportunities.
Any other duty as required.

STANDARD MINIMUM REQUIREMENTS

Education

Bachelor’s or master’s degree in logistics and supply chain, engineering, business and/or economy, project management or related fields.

Experience

Minimum of five (5) years of relevant professional experience in various areas of supply chain management (planning, transport, inventory management, etc.).
Experience working with Ministries of Health, Central Medical Stores and health partners on a range of supply chain management topics and technical areas.
Proven experience implementing capacity strengthening initiatives in lower maturity contexts.
Experience working in fragile contexts dealing with operational challenges. Knowledge of and work experience in the West Africa region is considered an advantage.
Understanding of WFP’s logistics practices is considered an advantage.

Knowledge and Skills
