The Position
The Regional Proposal Development and Reporting Officer will support all six country teams in the region with proposal development for new opportunities, as well as reporting/general award management on ongoing programming in close coordination with both the Amman-based Regional New Initiatives Specialist and the HQ-based Regional Program Team (RPT). Proposal development efforts will include coordinating or leading proposal development processes, or writing submissions. The Officer will also provide critical gap-filling and surge support to country teams and the Middle East RPT, when needed, whether focused on ongoing program and award administration, donor communications or other workstreams.

Essential Responsibilities

PROPOSAL DEVELOPMENT

  • Contribute to/lead proposal development processes including drafting and producing high quality concept notes and proposals that support Mercy Corps strategic programming goals. (This involves developing, managing and sharing the proposal development calendar in-country and with headquarters, ensuring funding proposals are submitted in a timely manner, for example.)

  • As needed, write concept notes or proposals in collaboration with country teams

  • As needed, review final proposal drafts for coherence and alignment with donor requirements in coordination with the RPT

PROGRAM REPORTING & GRANT ADMINISTRATION

  • Support reporting workflows and processes in coordination with country teams and RPT

  • Provide gap filling for in-country grants roles/teams as needed

Works Directly With: Country Teams, RPT, Regional NI Specialist

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • 2-3 years of relevant work experience, with demonstrated strengths in proposal development, grants management, and donor reporting

  • Excellent English analytical written and verbal skills required

  • Ability to manage ambiguity and flexibility in a role, adapting as needed to regional needs in close coordination with colleagues

  • Experience working on proposal development processes for various donors, particularly US Government, ECHO, FCDO, European donors (SDC, Sida, French CDCS, AFD, German donors)

  • Familiarity with US, EU and other donor regulations related to reporting requirements and ability to understand and adjust to the donor contractual requirements preferred.

  • Proficiency with MS Office software required (Outlook, Word, Excel, PowerPoint).

  • BA/S in relevant field

They are a skilled and diplomatic verbal communicator, able to develop and utilize strong relationships with staff, partners and donors. They are also a skilled writer and synthesizer of diverse and complex information, helping teams generate new insights into their work, incorporate needs, and describe how program impact can be scaled. The candidate is excited to be part of a team that learns from experience, thoroughly researches and analyzes context and develops high impact strategies.

Living Conditions / Environmental Conditions
This position can be based in Lebanon, Iraq, Jordan or Jerusalem/Ramallah, with travel within the Middle East as well as periodic trips to Mercy Corps Headquarters in the USA and Europe. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
