ORGANIZATIONAL CONTEXT

WFP's 2023-2026 Information and Technology Strategy outlines the strategic direction for how IT will enable the organization to achieve its goals over the next four years.

This role is located in Türkiye Country Office. The incumbent will report to the Country Director or the designate. The job holder will operate with minimal supervision across several business areas, maintaining contacts with business counterparts to translate business needs into IT solutions. They will be involved in day-to-day activities and analytical work, providing advice on business requirements utilizing their technical knowledge and experience. They may also provide guidance to more junior staff.

The Head of IT (TEC) will lead implementation of this strategy by delivering efficient and effective IT services, digitally transforming processes, and partnering with the business to provide innovative technology solutions.

JOB PURPOSE

Lead the delivery of efficient and effective IT services to enable WFP's 2023-2026 Information and Technology Strategy, by partnering with the business to understand their needs and transform requirements into digital solutions that help staff achieve objectives. This includes providing technical expertise in the deployment of efficient and innovative integrated IT solutions meeting WFP Türkiye Country office business needs and aligned with WFP standards.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Implement and oversee IT strategies, plans, policies and standards aligned with WFP's 2023-2026 IT Strategy and organizational goals.
  • Lead an IT team responsible for infrastructure, operations, data management and solution development.
  • Optimize resources and implement service management best practices to deliver efficient, high-quality IT services supporting business needs.
  • Maintain strategic partnerships with business units to identify opportunities for innovative technology and continuous improvement.
  • Analyze business processes and identify areas for transformation through IT-enabled solutions that improve efficiency and effectiveness.
  • Develop and deploy IT systems aligned with business needs and WFP's IT policies.
  • Write detailed technical specifications for developed applications and maintain documentation.
  • Install, configure and customize IT systems, integrating and migrating data.
  • Develop and implement technology upgrades, systems and solutions to meet evolving business needs and optimize resource allocation.
  • Supervise and coach junior IT staff, providing mentoring and identifying development opportunities.
  • Capture and document business requirements, and communicate effectively to ensure a shared understanding of digital solutions.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Oversee management of IT vendors and third-party contracts.
  • Monitor IT service levels, resolve incidents and issues, and ensure business satisfaction.
  • Prepare budget plans and oversee IT resource allocation to maximize efficiency and value.
  • Report on key IT metrics and goals, and identify opportunities to optimize costs and performance.
  • Stay up to date with technology trends and evaluate options to recommend to the business.
  • Support in emergencies to maintain critical IT systems and quickly deploy resources as needed.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Computer Science or other relevant field, or First University degree with additional years of related work experience or experience trainings/courses.

Knowledge and Skills:

  • Professional certification in IT service management (ITIL), Agile Project Management or proven track record
  • Experience managing and overseeing IT services delivery for end users or customers
  • Designs and models technology improvement and/or re-engineering of existing technologies, with an understanding of business and technical issues.
  • Technical knowledge of software development lifecycle and Technologies
  • Analytical skills to identify opportunities for technology-enabled transformation

Languages: Fluency (level C) in English language and the duty station’s language, Turkish

OTHER SPECIFIC JOB REQUIREMENTS

  • 5+ years progressive experience managing IT services delivery plus 2+ years’ experience transforming business requirements into technology solutions and digital products.
  • Has coordinated and managed small or medium projects and has analysed major technical issues of projects and formulated recommendations.
  • Has assisted in change management procedures, activities and processes.
  • Has assisted in establishing standards and protocols for service excellence.
  • Has participated in the analysis and re-design of business processes or applications.
  • Has conducted cost-benefit analyses to support project management.
  • Has supervised and provided guidance to support staff

TERMS AND CONDITIONS

  • Contract Duration: 1 year (renewable)
  • Remuneration: A competitive compensation and benefits package is offered.
