Procurement Specialist Consultancy Support Implementation of the Host Country Agreement

The Kaizen Company is seeking applications for a MEL Specialist position under a USAID-funded activity in Jordan. The Enhancing School Management and Planning (ESMP) Project objective is to develop sustainable system and process improvements related to school planning, design, construction, and maintenance and enhance the staff capabilities within Jordan’s Ministries of Education (MOE) and Public Works and Housing (MPWH) to improve the school management and planning process, and the quality of school environments in Jordan.

The scope of this project is to provide assessment expertise, technical assistance, capacity building, collaboration, facilitation, and training to targeted stakeholders and counterparts to improve existing management systems and procedures used by the Government of Jordan (GoJ) in the education sector, improve performance and sustain these improvements.

Scope of the assignment

The United States Agency for International Development (USAID) and the Ministry of Public Works and Housing (MPWH) have recently signed a host country agreement to finance and implement activities that will support the MPWH system’s strengthening and improved efficiency. The overall objective of this consultancy is to provide specialized guidance and assistance to MPWH in implementing efficient and transparent procurement processes in accordance with USAID guidelines and GoJ procurement bylaw.

Scope of Work:

The consultant will provide technical support for the MPWH Special Procurement Committee to:

  • Develop procurement templates and standard operating procedures (SOPs) in line with USAID ADS 305 requirements for various procurement methods (e.g., RFQ, RFP, IFB).
  • Support the preparation of solicitation documents, including clear specifications and evaluation criteria, while ensuring adherence to ADS 305 guidelines.
  • Assist in the evaluation of bids or proposals using predetermined criteria and evaluation methodologies outlined in ADS 305.
  • Prepare bid evaluation reports, documenting the evaluation process, results, and recommendations for the selection committee's review.
  • Support the negotiation and award process, ensuring fair and transparent contract terms and conditions are established with the selected vendor.
  • Develop a contract administration framework, including monitoring mechanisms, performance evaluation criteria, and procedures for addressing disputes or issues.
  • Provide guidance on receipt and inspection processes to verify that delivered goods and completed services meet specified requirements.
  • Assist in the development of payment request templates and processes, ensuring compliance with contract terms and conditions and ADS 305 guidelines.
  • Conduct training sessions for MPWH staff on procurement processes, ADS 305 requirements, and best practices in procurement.
  • Collaborate closely with MPWH officials and stakeholders to ensure effective coordination and communication throughout the procurement process.

Qualifications and Expertise:

The consultant should possess the following qualifications:

  • Advanced degree in procurement, supply chain management, business administration, or a related field.
  • 10 to 15 years of proven experience in procurement processes and procedures, preferably within infrastructure development or housing projects.
  • In-depth knowledge of USAID procurement guidelines and regulations.
  • Familiarity with international best practices in procurement.
  • Strong analytical and communication skills.
  • Experience in developing procurement templates, SOPs, and guidelines.
  • Demonstrated ability to conduct training and capacity-building activities.
  • USAID-specific compliance expertise will be provided by an on-call consultant as needed.
