The Program / Department / Team (Program / Department Summary)
The USAID Livelihoods Advancement Activity (Iqlaa) is a five-year USAID-funded program that aims to
support Jordan’s formal and informal home-based businesses (HBBs) and Micro and Small Enterprises
(MSEs) to grow, transform, and become resilient to future challenges, placing them on a path to recovery,
stabilization, and growth through capacity-building strengthening, informed decision-making, and
enhanced access to finance, focusing on four critical sectors: agriculture, tourism, manufacturing, and
services, with special attention to technology development and implementation.
Mercy Corps’ approach to Iqlaa integrates direct assistance with market systems development (MSD)
interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in
evidence-based, adaptive, and inclusive support, Jordan’s MSEs can emerge from the COVID-19 crisis
stronger and more resilient, transformed through new ways of doing business and improved access to
finance, markets, and services. Understanding that women, youth, and people living with disabilities
(PLWD) face unique constraints to starting up and leading resilient MSEs, Mercy Corps design will infuse
a Gender, Youth, and Social Inclusion (GYSI) lens throughout all interventions. Mercy Corps’ approach
is committed to supporting MSEs to build back, formalize, and grow, emphasizing systems-level change,
equitable opportunities, and a dignified work environment for all women, men, youth, and PLWD in
Jordan.
The Position (General Position Summary)
The Outreach and Coordination Officer supports the South Region Outreach and Coordination
Coordinator as delegated. S/he will help the Outreach and Coordination Lead and South Region
Coordinator to implement the outreach work plan activities at the south region office and follow up
closely on this plan with the coordinator, keeping it updated based on the needs and challenges that

might arise, in coordination with different Iqlaa components and consortium partners, and in
collaboration with local service providers, to outreach the targeted number of HBBs/MSEs supported
through Iqlaa’s activities and ensure they receive the technical and financial support they need per
Iqlaa’s work plan and approach. S/he will implement the south region office’s operations, with constant
feedback to the Outreach and Coordination Coordinator. The Outreach and Coordination officer will
also contribute to the reporting requirements of USAID (including but not limited to weekly, monthly,
quarterly, and annual reports) in addition to all other Iqlaa reporting needs (including M&E).
Essential Responsibilities
● In close collaboration with the South Region Outreach and Coordination Coordinator and
other Iqlaa components’ team members, implement the outreach work plan for the south
region of Jordan, and other areas when needed, and ensure this plan reflects the outreach
strategy in terms of identification, vetting, and onboarding of the target number of HBBs and
MSEs under Iqlaa’s support activities, as well as potential market actors across the
governorates.
● Work closely with the South Region Outreach and Coordination Coordinator and other Iqlaa
components’ team members to keep the work plans updated based on all emerging
challenges and needs during the implementation phase.
● As guided by the Outreach and Coordination Lead, and Coordinator, in coordination with the
consortium partners and local service providers, s/he will outreach and register the targeted
number of MSEs/HBBs under Iqlaa’s MSEs support activities.
● Support the Outreach and Coordination Lead and Coordinator to successfully implement
Iqlaa’s south region office activities focused on key outputs and outcomes.
● Work closely with the South Region Outreach and Coordination Coordinator to identify market
actors, suppliers, etc. within the region and surrounding communities as relevant to the Iqlaa
work plans.
● In close coordination with the Outreach and Coordination Lead and Coordinator, ensure that
Iqlaa’s MSEs in the south region receive the financial and technical support they need, across
all Iqlaa’s components.
● Work seamlessly with other components and teams including the research, innovation, PQL,
GYSI, and MSEs Support to maximize synergies within Iqlaa components for optimized results
and targets.
● Ensure all programming and Iqlaa’s south region office’s activities follow Mercy Corps’ internal
systems and procedures, including Iqlaa specific requirements (such as USAID marking and
branding requirements, environmental compliance requirements, etc.).
● Work closely with the South Region Outreach and Coordination Coordinator to ensure that
the implementation of Iqlaa’s south region office’s activities is on time, within targets and
budget, using effective M&E systems to reach desired impacts.
● Ensure adherence to Mercy Corps PM@MC minimum standards, including Community
Accountability Reporting Mechanism (CARM).
● Ensure implementation and modeling of safeguarding policies and procedures in all
interactions with team members, partners, and component participants.
● Ensure that outreach targets MSEs/HBBs including those owned by women, youth, and
PLWDs, and that all implemented activities are complying with inclusion standards for women,
youth, and PLWDs.
● Support the MSE Support team in overseeing the successful implementation of grants and
activities across the south region governorates, while ensuring their compliance with USAID
regulations.

● Conduct focus group discussions and support awareness campaigns, in coordination with
the South Region Outreach and Coordination Coordinator and other Iqlaa teams, including
the PQL in different south region governorates and other areas when needed.
● Build networks with different market actors and stakeholders in the south region of Jordan that
would support the Iqlaa team in the outreach process and register them per Iqlaa’s established
process, in close coordination with the South Region Outreach and Coordination Coordinator.
● Maintain positive relationships with the micro and small enterprises (MSEs) and home-based
businesses (HBBs) in the south region.
● implement the vetting and outreach plan in the south region, per the established tools and
procedures, ensuring the process works effectively, accurately, and in a timely manner.
● Work closely with the Outreach and Coordination Lead and Coordinator to troubleshoot any
challenges and issues that might arise during the outreach process and while the MSEs and
HBBs are receiving the services, by implementing a feedback reporting channel to keep the
Lead and Coordinator aware of MSEs’ performance and flagged issues.
● Provide support to other outreach activities across regions beyond the south region, as
needed.
● Identify potential success stories and other communications-worthy achievements to convey
to the Communications team.
● Keep an eye on any potential trends in any of the regions that would affect Iqlaa interventions.
● Support the research team in conducting the needed outreach for needed respondents for
different research activities.
● Support the MSEs and HBBs in their reporting, technically and financially.
● Support the MSE Support team in events, workshops, and any relevant meetings.

Monitoring, Evaluation, and Reporting
● Ensure implementing the monitoring and evaluation of the component activities in close
coordination with the M&E team, including monitoring, data collection, analysis, and report
writing in line with the M&E standard procedures as set by the Iqlaa PQL team.
● Provide regular progress reports that would feed into donor reports.
Financial and Compliance Management
● Ensure the compliance of activities with USAID and Mercy Corps regulations.

Accountability

Reports Directly To: Outreach and Coordination Coordinator – South Region
Works Directly With: Outreach and Coordination Lead, Central and North region offices’ Outreach
and Coordination teams, Iqlaa team under different components, COP, DCOP/Programs,
DCOP/Operations & Finance.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our
program participants, community partners, and other stakeholders, and to international standards

guiding international relief and development work. We are committed to actively engaging communities

Minimum Qualification & Transferable Skills
• BA/S or equivalent experience in economics, social or political science, management or public
administration, international development, or other relevant fields to economic growth
programming. Applicants with other academic track records who bring a strong track record of
work (including at least 2 years of relevant economic growth programming experience) may also
be considered.
• A minimum of 2 years of overall experience in medium to large donor-funded programs with
Jordan-specific experience.
• Technical experience in economic development integrating gender/youth/social inclusion,
focusing on home-based businesses, micro and small enterprise development, market systems
approach, and entrepreneurship preferred.
• Knowledge of the Jordanian context in general, south region in particular, and key Jordanian
stakeholders, as well as work experience in the Jordanian context.
• Demonstrated ability to build and maintain relationships with multiple stakeholders (including
public sector, private sector at both grass-root and corporate levels, and civil society), and
program participants.
• Demonstrated ability to implement outreach plans for MSEs/HBBs, market actors, among many
other potential stakeholders.
• Fluent verbal and written communication skills in Arabic and professional working proficiency in
verbal and written English is required.
