Monitoring, Evaluation, Accountability and Learning Coordinator
1. Purpose of the Position:
Reporting to, guided and directed by the MEAL Manager, the MEAL Co-ordinator will be responsible for:
- the review, validating, storing, analysis and presentation/visualisation of MEAL quantitative and qualitative data collected by Programmes Department;
- supporting the delivery of on-site, off-site and online MEAL-related workshops and trainings for internal and external GFP audiences;
- providing technical support to each Programmes team, who have lead responsibility for conducting their Programme Evaluations and donor reporting;
- supporting institutional learning activities.
2. Responsibilities:
Reporting to, guided and directed by the MEAL Manager, the MEAL Co-ordinator is:
- Monitoring and Evaluating all GFP Programmes by:
- providing technical support to each Programmes team, who have lead responsibility for the implementation of compulsory GFP MEAL processes in all Programmes, whether GFP- or donor-funded, thereby strengthening Programmes’ implementation and quality
- providing technical support and mentoring to Programmes Staff on applying the compulsory GFP processes, such as quantitative baseline/endline surveys and analysis; qualitative session monitoring, learning and reflection; and qualitative Participatory Evaluation MEAL processes and tools, in all Programmes, whether GFP- or donor-funded, in ways which meet GFP as well as donor needs, requirements, and standards
- supporting the conceptualisation, logframes, post-approval adjustments, local capacity-building, monitoring & reporting components for all GFP’s ongoing and future grants, in ways which meet the Donor Grant Proposal requirements and desired GFP Programme interventions that are subject of Donor Grant Proposals;
- implementing accountability initiatives including effective feedback mechanisms, and practices across the organisation as assigned.
- Delivering on Data Management and Analysis by:
- the review, validating, storing, analysis and presentation/visualisation of MEL quantitative and qualitative data collected by Programmes Department, to ensure the accessibility, reliability, and timeliness of the data for GFP HQ and GFP volunteers
- supporting the review, validating, storing, analysis and presentation/visualisation of accountability and learning quantitative and qualitative data to ensure the accessibility, reliability, and timeliness of the data for GFP HQ and GFP volunteers
- Delivering on Reports, Communications and Proposals by:
- Supporting the provision of M&E technical input to Programmes Staff into Programme Evaluations Reports and donor reports by combining baseline/endline data analysis, Participatory Evaluation findings including reflections and recommendations, any donor-required inputs, as well as any new GFP-designed frameworks, for and across all GFP Programmes
- Ensuring Quality Assurance and Learning by:
- supporting the implementation and tracking of quality assurance, accountability and learning frameworks within the Programmes Department through rigorous application of M&E and feedback processes across all Programmes.
- Delivering on capacity building activities by:
- responsible for the planning and management of onsite/online workshops/trainings logistics.
- Supporting in the design of knowledge diagnostic assessment tools.
- Supporting in the design of the training curriculum.
- Supporting in drafting training progress and final reports.
- Supporting Programmes Department’s major events, including direct training events (Camps, Advanced Trainings, Refresher Trainings, Refresher Workshops etc.)
- Any other delegated tasks by supervisor.
3. Key Results Areas:
- Monitoring and Evaluation: Compulsory GFP MEAL processes in all Programmes, whether GFP- or donor-funded, applied to strengthen Programmes’ implementation and quality, and technical support and mentoring to Programmes Staff on applying these compulsory GFP processes provided in ways which meet GFP as well as donor needs, requirements, and standards
- Data Management and Analysis: Quantitative and qualitative MEAL data analyses prepared as delegated
- Reports, Communications and Proposals: Comprehensive M&E technical input into Programme Evaluations Reports and donor reports provided.
- Learning, Quality Assurance and Accountability: quality assurance, accountability and learning frameworks implemented within the Programmes Department through rigorous application of M&E and feedback processes across all Programmes as assigned.
- Administration: Project management, workload prioritisation and meeting deadlines. Individual continuous learning and improvement. Administrative tasks, Teamwork and contribution to the broader work of the organisation.
- Personal development: Track-record of continuous personal learning, competency development and growth established.

5. Education, Qualifications, Competences, Skills Required:
Essential:
- B.A. Degree in a relevant discipline
- At least one years’ relevant professional experience
- Experience volunteering in development / community work
- Experience in monitoring and evaluation
- Experience in programme design and coordination
- Experience in mentoring others
- Ability to provide analysis and recommendations
- Excellent communications skills, both consensus development and interpersonal; confidence and enthusiasm when communicating internally and externally in both formal and informal presentations
- Excellent spoken and written English, and in particular top-quality written English communications
- Excellent spoken and written Arabic
- Excellent analytical skills
- Technologically skilled (databases; documents; spreadsheets; surveys; presentations)
- Ability to analyse and deal with a huge amount of quantitative data.
- Ability to reflect, learn, and improve; having experience in using feedback processes for learning.
- Ability to lead projects and work independently; able to take initiative, think strategically and work creatively
- Ability to manage multiple concurrent priorities and work under pressure
- Ability to perform in a high-energy environment, with a flexible and enthusiastic approach to work, including the thoughtfulness to work effectively with others in a collaborative workplace; a "can do" attitude, and a willingness to "roll-up sleeves" and personally handle all aspects of position

- Strong interest in global current affairs, conflict resolution and peace building, and international development.
Preferred:
- Advanced Degree in a relevant discipline preferred
- Experience working internationally and in an international organisation
- Experience working in the field of peacebuilding and conflict transformation
- Demonstrated knowledge of different theories of conflict transformation and social change
- Experience in community development and behaviour change
- Experience working with different age-groups (children, youth, adults) in different contexts.
- Experience in different forms of evaluation, including participatory evaluation, participatory video, most significant change, is useful but not essential
