BACKGROUND & PURPOSE OF THE ASSIGNMENT

In 2021, WFP Ethiopia Country Office handled nearly one million MT of food under various WFP food assistance programmes and service provision to the Government of Ethiopia. In 2022, the volume of operations has further increased with WFP providing assistance to more than 10 million beneficiaries due to deteriorating food insecurity impacted by COVID-19, inflation, and ongoing conflicts. WFP is currently managing a dedicated WFP Fleet of around 550 Fleet trucks, to address the transport capacity challenges inside the country and along the Djibouti overland corridor.

WFP Ethiopia also continues to support the Northern Ethiopia response by not only reaching 2.1 million beneficiaries in Tigray with general food assistance, but also by providing logistical support to other humanitarian community with transport and storage under the Logistics Cluster and service provisioning modalities. In addition, WFP Ethiopia is expected to respond to changing context due to security instability, drought, floods, and WFP needs to be flexible and agile to address these changes in a timely manner. With the additional scope and volume of work, WFP Ethiopia Logistics need to gear up with all the required expertise and staffing capacity to ensure the operations are appropriately managed but also ensure operational and technical support is provided across the 11 Logistics hubs, the organization is operating out of.

Under the immediate supervision of the Head of Sub-Office and the technical supervision of the Head of Logistics, responsible for overall management and oversight of logistics activities, the incumbent is responsible for coordinating the day to day operational and hands-on support to operations to ensure an integrated and effective logistics operations.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
  • Coordinate logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  • Manage and prepare the dispatch plan as per the approved Food Release Notes (FRNs) allocation, and ensure it is shared with Fleet and Commercial for loading plan and timely delivery to the FDPs.
  • Monitor and ensure all the dispatches are recorded in LESS as per the approved FRNs, projects number and cooperating partner locations.
  • Gather and consolidate updated information, regarding the routes for each FDPs, before the dispatches and inform the transporters accordingly.
  • Coordinate and follow up with cooperating partner’s staff at the FDPs on the arrival of the food commodities and last mile solution implementation.
  • Implement operational warehouse procedures and normative guidance to manage WFP’s warehouse, handle inventory effectively through corporate systems, and ensure loss mitigation.
  • Ensure availability of sufficient storage capacity to receive the food commodities as per the monthly food requirement.
  • Plan and lead on implementation of innovative logistics operations, initiatives, and programs to ensure timely, efficient, and cost-effective supply of direct or indirect food assistance.
  • Conduct market assessments and engage with entities to assess and identify potential logistics service providers.
  • Ensure and follow up on all the vendor invoicing process and update as per the WFP IPSAS.
  • Oversee commodity accounting and ensure WFP corporate tools and regulation are followed and used as required.
  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
  • Consolidate preliminary data analysis, prepare accurate and timely reports to support supply chain planning to enable informed decision-making and consistency of information presented to stakeholders.
  • Contribute to preparedness actions, prepare CO Logistics Capacity Assessment (LCA), provide technical recommendations and guidance, and monitor the management of specific logistics risks to enable WFP to quickly respond and deploy food and resources in response to crises.
  • Perform any other duties as assigned.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related demonstrated professional work experience and understanding of relevant functions.

Experience: 5 years of work experience in the fields of Logistics / warehousing in emergency operation.

Knowledge & Skills:

  • Experience in maintaining corporate systems and running queries on logistics activities from operational and commodity accounting point of view.
  • Experience in administering third party service providers’ and accounts receivable.
  • Experience in financial planning, budgeting for logistics and reporting.
  • Experience in working in the humanitarian/non-profit field.

Languages: Fluency (level C) in English.
