Accountant

Background:

Through a collaboration with GOPA Middle East, the SRTF seeks to hire motivated, self-driven individuals to fulfill the role of accountant based in Jordan.

The Syria Recovery Trust Fund (SRTF) was established for the financing of reconstruction activities to rebuild the country and alleviate the suffering of the Syrian people as a result of the on-going conflict. The SRTF was created to provide the international community with a vehicle to offer financial support to the National Coalition for responding to the needs of the Syrian people.

The Management Unit (MU) was established to manage the Fund and its allocations to projects addressing reconstruction, recovery, and stabilization to alleviate the suffering of the Syrian people.

Governing bodies of SRTF are:

  • The Steering Board (SB), with frequent meetings two times a year.
  • The Management Committee (MC), meeting every three months.
  • The Director General of SRTF (DG).

1. Key Responsibilities

General:

Record and reflect fully, accurately, clearly, and in a timely manner the funds that are allocated and the disbursements made to support project implementation, in accordance with the approved documents and the liquidation of expenditures on an annual and quarterly basis as well as upon project termination.

Review disbursement requests received from programme sections against adequate budget coverage, verify the correctness of arithmetic accuracy, and ensure that the required contractual documentation is complete and aligned with the budget and the Finance and Operations Manuals.

Carry out tasks assigned by the Head of Finance Section on project-related works and operational issues.

Specific responsibilities and duties include:

  • Review payment requests and prepare payment vouchers;
  • Maintain petty cash transactions, including writing receipts, preparing payment request forms, and disbursement of cash;
  • Manage banking transactions related to the project, including preparing bank transfer requests, submitting them to the bank, monitoring transfers, and preparing monthly bank reconciliation statements and reporting;
  • Liaise with the bank for cash payment and payment confirmation;
  • Maintenance of the proper filing system for finance records and documents according to the Budget Line for each project;
  • Clerical work, scanning of documents related to Finance activities;
  • Establish a robust project accounting system, including reporting and filling systems, in accordance with the project document and procedures;
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted;
  • Maintain the daily bookkeeping of the accounts according to the Manuals;
  • Reconcile all balance sheet accounts and maintain records on file;
  • Prepare project financial reports;
  • Provide and support all required documents for the semi-annual audit;
  • Assist the Finance Section Head in budget-related tasks;
  • Assist the Finance Section Head in the preparation of financial statements and reports to Fund stakeholders, Trustee and Auditors.

2. Competencies

  • Organization Awareness: knowledge and understanding of risk factors associated with project implementation in a conflict environment, and capacity to identify solutions against or minimize the effect of such factors and events;
  • Mobilization of resources;
  • Understanding and sound judgment in multi-cultural workspace;
  • Good communication skills and ability to negotiate and report on project financial issues;
  • Accountability;
  • Monitor and collect data to assess accuracy and integrity; analyze data; ensure compliance with applicable standards, rules, regulations, and systems of internal control;
  • Clearly and concisely convey information.

Technical Competencies

  • Ability to communicate, motivate, manage, and coordinate project-related work in a multi-cultural team to deliver quality work and meet tight schedules under stressful environments, and a varied cultural context
  • Capacity to establish priorities, and address project issues and needs of project within the overall focus of the Programme;
  • Demonstrate trust and confidence in teamwork and provide timely responses and reporting to his/her supervisor

Minimum Qualifications

  • Bachelor's degree in Accounting;
  • 5 years of proven and successful experience in accountancy department;
  • Highly organized with excellent multitasking skills;
  • Strong attention to detail and problem-solving skills;
  • Ability to work collaboratively with a team;
  • Ability to work with multiple projects at the same time;
  • Ability to work independently;
  • English (written and spoken) is required;

Desirable:

  • International NGO experience;
  • ERP systems;
  • Auditing experience;
  • CMA;

3. Reporting

  • The Incumbent shall work under direct supervision and reports directly to the Finance Section Head;
  • The Incumbent shall collaborate with and coordinate on project issues with other Sections on tasks assigned to him/her by the Finance Section Head.
