Investment Planning Specialist
PROJECT BACKGROUND
The Municipal Support Program (MSP) is a five-year, USAID-funded program implemented by DAI. MSP aims to strengthen municipal-sector service delivery and promote local economic development in Jordan. MSP will strengthen municipal-sector service delivery by supporting improved governance and organizational culture through a focus on three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement. Improved municipal service delivery will ensure that municipalities can respond effectively to citizens’ needs and create the conditions for investment and inclusive economic growth. MSP will also increase capital investment in the municipal sector. This investment is intended to catalyze local economic opportunities and further strengthen service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Across all interventions, MSP will increase the participation of marginalized groups, including women, youth, and persons with disabilities in municipal-sector decision-making. Participatory planning will improve marginalized groups’ access to public services and increase their economic opportunities. MSP will work across all of Jordan’s governates working closely with the Ministry of Local Administration (MOLA) and the Cities and Villages Development Bank (CVDB).
POSITION DESCRIPTION:
The Investment Planning Specialist will work closely with the Capital Investment Lead to support investment related activities under Outcome Two—Capital Investment for Municipalities Increased. The Investment Planning Specialist will work closely with a wide range of municipal stakeholders to develop investment plans, help mobilize finance, and assist in executing investment projects.
KEY DUTIES AND RESPONSIBILITIES
- Work closely with the Capital Investment Lead to develop investment plans, mobilize finance, and execute investment projects
- Assist in the analysis and development of Strategic Plans and Capital Investment Plans for the Municipal Sector
- Review previous municipal development financing schemes and make recommendations for raising and deploying finance and stimulating LED, including from Greater Amman Municipality and the Aqaba Special Economic Zone Authority
- Support the research and analysis of capital investment and LED for MSP’s municipal clusters
- Support master planning and local development planning
- Develop and update investment and marketing plans with the Capital Investment Lead
- Based on research and evidence, as needed, support business simplification processes
- With the Capital Investment Lead, conduct private sector opportunities and constraints assessments
- Support marketing events
- Support the financial analysis that goes into quick win PPPs
- Support the development of a pipeline of municipal PPPs
- Support the strategy and plan for Center of Excellence for PPPs Develop Municipal Development
- Assist with any financial review/analysis that goes into developing Loan Guarantee Facility (LGF) strategy
- Assist in the development of a Municipal Bond Market Strategy
- Support implementation of Municipal Bond Market Strategy
- Assist in the marketing of local assets to private investors.
- Ensure investment-enabling legal and policy reforms are advanced.
- Assist in the facilitation of PPD that ensures inclusiveness and removes barriers to investment
- Assist in the financial modeling of PPPs leveraging municipal assets, ensure they are sustainably planned, negotiated, and implemented.
- Support the establishment of the Municipal Development Fund (MDF) and Center of Excellence for municipal PPPs
- Develop the long-term Municipal Bond Market Strategy with broad stakeholder buy-in
- Work closely with partner Lions Head Global Partners
- Conduct any other investment, PPP, or other financial analysis or modeling as requested
- Perform other related tasks as assigned by the Capital Investment Lead or DCOP
QUALIFICATIONS:
- Bachelor’s degree in related field
- At least seven years of related professional experience
- Prior experience developing investment plans and executing investment projects.
- Experience working with USAID or other international donors highly preferred.
- Must have excellent English and Arabic language proficiency, verbal and written.
