MENARO Evaluation Section is organizing the Executive Course for Evaluation leaders (ExCEL) for high-level government officials in the region in coordination with the Evaluation Office, National University of Singapore, and Abu Dhabi School of Government. The programme is conducted from 21 August to 1 September 2023.
ExCEL is a new certified programme intentionally designed primarily for senior government officials to expand networks and communities of practice in evaluation at national and regional level, fostering a holistic, collaborative, and impactful approach to evaluation, and enabling participants to become evaluation champions and to promote a culture of evaluation. It provides a set of unique skills, knowledge and expertise to generate a cadre of today’s leaders and managers with the technical and practical know-how to guide evaluations that make a difference on the ground for children.
The programme is conducted in English and Arabic. While simultaneous interpretation service is provided during the programme, the programme materials have been translated from English to Arabic so that they are available in both language.
The translation of the programme materials is done separately through the UNICEF’s Long-Term Agreement (LTA) holder for translation. After the translation is completed, the translated materials need to be validated so that the evaluation terminology is properly used in Arabic. This consultancy is to only validate the translation while the translation itself has been done by a separate LTA holder.
The total word count of materials is estimated to be around 10,000-11,000 words. The translation should be validated in August before the workshop begins on 21st of August

To qualify as an advocate for every child you will have…
- A bachelors degree in social science or any other related field.
- Five years of experience in writing/editing evaluation reports, including reports in Arabic.
- Excellent writing skill in Arabic.
- Familiarity with evaluation terminology both in English and Arabic.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
