JOB PURPOSE
The School Feeding Project Manager and Programme Policy Officer will provide technical leadership and strategic direction for the School Feeding programme, with particular focus on HGSM, in line with the World Food Programme's policies and goals. For this purpose, WFP seeks to hire a committed, innovative, and dynamic Team Leader to join its Philippine Country Office.
The incumbent will manage the overall implementation of the WFP’s School Feeding Programme in the Philippines in close collaboration with DepED and MBHTE, ensuring it is implemented effectively and efficiently along five key capacity areas (policy, funding, institutional capacity, and coordination, design and implementation, participation of non-state stakeholders). The incumbent will work under the supervision of the International Nutrition and School Feeding Programme Officer and with the overall guidance of the Head of Programme.
To provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
Within the assigned unit and delegated authority, the Programme Policy Officer (School Meals Project Manager) will be responsible for the following duties:
- Lead the development and implementation of a comprehensive, evidence-based implementation strategy for the School-Based Feeding Programme, with a particular focus on Home Grown School Feeding.
- Lead/manage the effective and timely implementation of HGSF programme, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
- Lead efforts to further nurture and maintain strong relations and collaboration with the Government counterparts in support of school feeding programme activities, including guiding and supporting seconded personnel.
- Lead analysis and consolidation of existing opportunities and challenges along five key capacity areas, and provide – or mobilize – support and technical expertise for designing and delivering suitable programmatic solutions.
- Lead design and implementation of capacity strengthening of the Government to fund, implement, manage, monitor, and evaluate the school feeding programme as per their defined vision (in line with the capacity strengthening plan/strategy agreed between WFP and the Government).
- Actively engage in and contribute to relevant policy dialogues and development of the policy framework, as well as CO’s advocacy work in relation to SBFP and HGSF by providing substantial contributions to design of an Advocacy Plan, delivery of a comprehensive package of advocacy activities, supporting lessons learnt and necessary adjustments in relation to advocacy activities.
- Support the capacity building of WFP staff, partners and national and regional government on School-Based Feeding Programme, with particular focus on HGSM, building on WFP global and local experiences.
- Actively engage in discussions and contribute to coordination with respective technical units and experts within WFP Country Office (nutrition, food safety and quality, supply chain, RAM, partnership) to ensure overall interconnectedness and coherence of social protection and school feeding activities within the framework of the WFP’s Country Strategic Plan.
- Lead and guide the work of experts responsible for specific technical components within SBFP and HGSF to ensure alignment and connectedness of programme elements within overall school feeding programme strategy.
- Lead research and analysis of existing opportunities and challenges along key capacity areas, inform the development of policy framework, capacity strengthening activities, advocacy and programme delivery.

11. Coordinate with the Research, Assessment and Monitoring team to ensure appropriate data gathering and monitoring of the activities (direct implementation and capacity strengthening) ensuring that rigorous quality standards are maintained, and lessons learned are well documented.
12. Build and maintain partnerships and relationships with relevant stakeholders, including government agencies, community-based organizations, and private sector partners, to ensure the success of the programme.
13. Provide technical assistance to the Department of Education as it fulfills its commitments to the Global School Meals Coalition and ASEAN School Feeding Working Group.
14. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
15. Contribute to resource mobilization for School Feeding Programme through dialogue with donors and proposal development.
16. Responsible for managing the programme's budget and ensure that all expenditures comply with established guidelines and procedures.
17. Responsible for supervising and managing staff and consultants working on the programme as required.

REQUIRED QUALIFICATIONS AND EXPERIENCE

- Education: Advanced University degree (Master's or Doctorate) in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance.
- Experience:
- At least five to seven years experience in strategic planning, policy formulation and analysis, government budget formulation policy, project management, and monitoring and evaluation systems, as well as a high level of analytical, research capability and excellent interpersonal, writing, and oral presentation skills.
- Experience in school feeding programmes or agriculture related programme is an asset.
- Demonstrate experience in strategic policy engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational level
- Knowledge and Skills:
- Displays ability to identify issues around education, poverty, and nutrition at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of HGSM tools.
- Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
- Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
- Excellent communication and interpersonal skills, with the ability to build and maintain partnerships with diverse stakeholders.
- Strong leadership and management skills, with the ability to manage and supervise staff.
- Excellent analytical and problem-solving skills.
- Proficient in using computer applications such as Microsoft Word, Excel, and PowerPoint.
- Ability to plan and organize work; resourcefulness, initiative, maturity of judgment, tact, and ability to establish and maintain effective working relations with other UN agencies, Government departments, Cooperating partners and communities of different national and cultural background.
- Knowledge of development context in the Philippines and work in the field is desirable;
- Language: Excellent written and oral communication skills in English and Filipino.

The World Food Programme (WFP) first started working in the Philippines in 1968 and re-established its presence in the country in 2006 at the request of the Government to support the ongoing peace process in the Mindanao region. Since then, WFP has been supporting the Government of the Philippines in its emergency response to natural hazards and armed conflicts, while gradually shifting to capacity strengthening through technical support and augmentation of the logistics capacity of government authorities.
